The fruits of collaboration

The President Vadim Krasnoselsky signed the laws that the people deputies adopted during the two plenary sessions concluding the 7th session.

Amendments and addendum to the Customs Code entered into force after the corresponding law was signed by the President. They expanded the concept of “international mail” and are aimed at developing export potential of the republic. Economic agents all over the world use the services of express delivery companies for international mail. This allows them to deliver goods, including samples, to anywhere in the world as soon as possible. The reduction in time spent on the coordination of orders for the production of a product is evident. Prompt delivery of product samples through international mail helps eliminate customs and administrative barriers to domestic products in foreign markets. The new legal norms that have entered into force will allow our business entities to choose methods of sending product samples using international express delivery systems of postal items.

The law "On the state list of small objects of privatization for 2019-2020" was signed. The legislative act outlines the goals of privatization, which consist in the search for additional sources of funds for the formation of the revenue side of the republican budget; exemption of the state from expenses associated with the maintenance of inefficient facilities; creating conditions for increasing entrepreneurial activity in the republic. The law also states that the revenues from privatization after they are received are credited to the republican budget. In addition, the document notes that “with a view to the continuous and practical implementation of the privatization process, the legal relations associated with the completion of the privatization process of small state-owned assets previously included in the law “On the State List of Small Privatized Objects for 2017-2018”continue to apply within the framework of this Law”.

The provisions of the Law on Employment have been adjusted. This is due to the action in the republic of the law “On the right of citizens of the PMR to freedom of movement, choice of place of residence within the PMR”. This legal act provides for registration at the place of residence and registration at the place of stay. Those who rent housing are mainly registered at the place of stay. Moreover, before the new norms of the Law on Employment were enacted, they were deprived of the right to receive state social guarantees. The law adopted by the Supreme Council and signed by the President expanded the list of persons receiving unemployment benefits by registering at the place of stay for a period of one year or more.

The President signed a number of laws aimed at changing the norms of the current law “On the Republican Budget for 2019”. So, this year the law "On Procurement in Pridnestrovie" was suspended. At the same time, the legislation of the republic was enacted by the government of the republic to develop and adopt normative legal acts necessary for the implementation of the law “On Procurement in Pridnestrovie” by November 1, 2019.

The volume of income and expenses of the capital investment fund has been adjusted for the current year. Income - 260 782 518 rubles, expenses - 287 834 178 rubles. The deficit is supposed to be repaid due to the carry-over balances of financial resources formed on January 1, 2019.

It was also established that in 2019, funds in the amount of not more than 1453977 rubles were allocated from the republican budget for the process of privatization of state-owned property.
