Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov noted in a commentary to the parliamentary press service that in the next few months the attention of parliamentarians will be directed to the development, discussion and adoption of a number of important legislations.
The speaker emphasized that, work will be done on the concepts of budget and tax policy first of all, as well as on the draft law on the forecast of socio-economic development for 2023 and the draft law on the republican budget for the next year.
“The draft budget-2023, developed and submitted by the Ministry of Economic Development, is now being discussed in the so-called “zero reading” at meetings with the participation of both the President and the Government. The deputies of the Supreme Council consider that the draft law on the budget is too optimistic at some points. We are discussing the areas of spending funds, the amount of funding in various areas. We see that due to external conditions, the degree of economic risks is very high due to the geopolitical situation around Pridnestrovie. There are also difficulties with logistics for exporting enterprises. Budget expenditures should be correlated with revenues that unfortunately will depend not only on how our enterprises operate, but also on the foreign policy situation in the opinion of the deputies. The Supreme Council will rely primarily on the forecast of the economic department and will try to prepare the so-called “safety cushion” in order to provide in 2023 all the social guarantees provided for by law, including the law on the state budget for the next year,” said Alexander Korshunov.
The parliament will continue to finalize the Budget Code that has already been adopted in the first reading, the speaker said and explained the importance of this document for the state.
“Why is the Budget Code necessary, because you can earn a lot, but it is not quite right to manage budget funds. This is fraught with negative consequences when important social areas of the budget remain underfunded. We consider that the budget process in the state should be transparent and understandable for all managers of financial resources and for performers at all levels. This is all the more important in the current conditions”, the head of the legislative body emphasized.
Alexander Korshunov noted that changes and additions to tax laws are envisaged within the framework of the autumn session.
“Parliamentarians will work on improving and optimizing the tax burden on business entities, analyzing the situation in foreign markets, with the logistics of our imports and exports. The government has already submitted legislations that relate to the income of organizations, personal income tax, changes in the field of individual entrepreneurship. New provisions of the law on state duty are planned. We will study the submitted proposals in order to jointly make well-considered and correct decisions,” explained the Chairman of the Pridnestrovian Supreme Council.
Among the important areas of work of the parliament and the housing sector: the search for solutions to "abandoned houses" and the fight against debtors on the "communal".
“I would like to note such an important area that a specially created commission in the Supreme Council is currently working on. This is a solution to the issue of abandoned non-residential buildings and objects that have been empty for many years, attract antisocial individuals and are potentially dangerous, as they begin to collapse. What should be done with such objects in order, on the one hand, not to violate the right of ownership, and to force the owners to either repair or sell such objects on the other hand? I am sure that solutions will be found and draft laws will be developed in this direction.
The Supreme Council will continue to work to reduce the debt of the population for public services,” the speaker of the Pridnestrovian parliament noted.
Alexander Korshunov recalled that the Supreme Council adopted a number of changes to laws that contributed to the fact that debtors for public utilities paid quite significant amounts of debts in previous years. Unfortunately, the amount of non-payers' debt to utility companies is still very high.
“I want to say that tariffs for public utilities and services of natural monopoly enterprises remain at a constant level for the population and do not increase for several years in a row in Pridnestrovie. Although we see what is happening with tariffs both in neighboring countries and in far-abroad countries. Each of us must understand: either low tariffs, but all consumers pay for them, or in order to preserve the infrastructure of public utilities, tariffs will have to be increased. Therefore, the work to find legislative solutions that will encourage debtors to pay utility bills will continue,” Chairman Alexander Korshunov commented on the forthcoming work of the Supreme Council.
