The Plans for April

Meetings of the presidium are traditionally held at the Supreme Council on Tuesdays. Participants made up the plan for law-making work for April in the course of the regular meeting. The plenary sessions of the Supreme Council in the second spring month, is scheduled for 12 and 26 April. Parliamentarians also intend to adopt a resolution of the Supreme Council that will approve the plan of law-making work for the entire current year during one of the next meetings. It was drawn up on the basis of similar plans developed in the responsible committees of the legislature.

Consideration by the deputy corps of a number of relevant legislative initiatives was supposed for the near future. One of them concerns information security of the state. It is a question of legislative prohibition of placing websites of government agencies on servers of providers registered outside the republic. Such a norm has been in effect since 2014 in the Russian Federation. Members of the profile parliamentary committee recommend their colleagues to adopt the law-in-draft, proposed by the government in two readings.

Deputies of the Supreme Council in the second final reading will have to adopt a law-in-draft to change the norms of the Housing, Criminal and Administrative Offenses Code (CoAP), initiated by deputies Oleg Vasilaty and Alexander Shcherba. Administrative and criminal punishment will be provided for persons who allow unjustified and unreasonable expenditure of funds that the Housing and Utilities Administration collects from residents for maintenance, maintenance and repair of apartment buildings. It is about creating an integrated system that does not allow spending these resources for other needs, except for the maintenance of housing stock.

Deputies of the Committee of the Supreme Council on Education, Science and Culture recommend that parliamentarians adopt the legislative initiative of Vadim Krasnoselsky in the second reading to change certain provisions of the law "On pre-school education". It is aimed at changing the mechanism for setting the payment for meals in pre-school educational institutions. The author of the law-in-draft and parliamentarians consider the agencies that determine the cost of food in the pre-school should be limited by the limit established by the law on the republican budget. In addition, it is proposed to introduce a norm in the legal framework of the republic, according to which the payment for children's food in state (municipal) organizations of preschool education will be paid by parents only during the days in which the child visited them.
