The plan is approved. It is up to action

During the last meeting of the Obnovlenie parliamentary faction, the participants were introduced to the draft work plan of the deputy association for the period of the 8th session of the sixth convocation of the Supreme Council, at the present - this document was unanimously approved.

The implementation of the state program for the execution of voters' orders remains relevant for the members of the Obnovlenie. In 10 constituencies where the interests of voters are represented by members of the party, the work is in its final stages. Four contracts were concluded, but the work did not even begin. As for some of them, where deputies Andrei Mezhinsky, Vadim Kravchuk, Oleg Leontyev, Grigory Dyachenko, neither one nor the other has been done so far. The reason is the lack of interaction between ministries, departments, local executive authorities, as the main distributors of budget funds.

Deputy Grigory Dyachenko spoke about the lack of efficiency in resolving these issues, citing the situation in his district as an example.

Deputy Prime Minister Stanislav Kasap, who took part in the meeting of the faction, delayed the implementation of the state program for the execution of the orders of voters, explained by the volume of tasks solved by the capital investment fund. At the same time, he recognized the need for more stringent control of the current situation by the Government.

One of the polemic issues discussed during the meeting by members of the faction was the changes to the current law on the republican budget. The amendments relate in particular to the health sector. Starting in July, doctors began sending patients, with the consent of the Ministry of Health, to establish a more accurate diagnosis, to one of the private medical centers for examinations on magnetic resonance imaging. The cost of the examination is in the redistribution of thousands of rubles, it has already passed one and a half hundred people from among the beneficiaries (this means that it is necessary to pay for this from the budget). The Ministry of Health is asking for additional funding.

According to the data presented to members of the fraction by the Head of the Ministry of Health Alexei Tsurcan, last year the percentage of development of these target funds amounted to 53%, this year - approximately 60%.

The Head of the legislative authority considers that the decision of the Ministry of Health leads to an increase in accounts payable unauthorized by the Supreme Council and considers it a violation of financial discipline.

One of the amendments to the law on the budget for 2019 proposed for consideration by the Supreme Council concerned the allocation of funds (3.8 million rubles) to Bendery with the aim of acquiring new road equipment and putting it into operation precisely in the winter to apply new technologies in road construction.

The final decisions on budgetary issues are to be taken by parliamentarians already during today's plenary meeting.
