Members of “The Obnovlenie” (Renewal) parliamentary faction will meet to discuss the most important legislations on the eve of the third plenary session in a row. This time, its work was attended by the First Deputy Prime Minister, Finance Minister Tatyana Kirova, Deputy Prime Minister, Minister of Economic Development Sergey Obolonik, and Head of the State Tax Service Maxim Badenko.
Deputies of the Committee on Economic Policy, Budget and Finance, on the eve of the meeting, presented for colleagues the law-in-draft, prepared for the second reading on amending and supplementing some provisions of the current law “On the republican budget-2019”. This is due to the fact that a balance of 127 million rubles was accumulated in the accounts of the consolidated budget at the end of the last financial year. They need to be redistributed. The interim result of this meticulous work was summed up on March 20, when, during the plenary session, the law-in-draft was adopted by the Supreme Council in the first reading.
The procedure for reallocation of funds will affect, in particular, such a targeted budget fund as Road. 7.4 million rubles are supposed to be allocated for the purchase of a new concrete paver with the aim of implementing a project on concreting roads in the republic. Significant funds will be spent on the repair of the roadway in K. Liebknecht street, from the entrance to the capital from Bendery to Pravdy street. Such a task before the state authorities at both the republican and local levels was set by the President. The balances earned by the state-owned enterprise “Pridnestrovian irrigation systems” from the provision of paid services were also decided to be left at their disposal in order to further develop this industry and increase the area of sown land. Such a task was set in the course of the recent collegium of the Ministry of Agriculture. It is about 2.2 million rubles.
The parliamentarians, in the process of discussing the law, the corrective norms of the republican budget, will insist on the invariability of the use of tender procedures in cases of construction, reconstruction or major repairs.
In a non-stop mode, meetings and workshops are held to introduce a new tax system for individual entrepreneurs into the legal framework of the republic. At the last plenary meeting of the Supreme Council, the parliamentarians due to the special position of the government, could not adopt the law-in-draft on this issue at once in two readings. Therefore, during the meeting of the faction, its participants paid special attention to the issue of the size of social payments by individual entrepreneurs working under a patent, and those who decide to switch to a simplified taxation system. For the former, a single social tax is established in the amount of 14% of the minimum wage, for the latter, the highest executive body of the government proposes a different ratio - 14% of the two minimum wages. Members of the faction suppose that this will be a serious tax burden for small businesses, which are already under certain stress, since innovations, and even more so in the tax sphere, are always painful for taxpayers.
The absolute majority of members of the faction were in favor of a unified social tax of 14% of the minimum wage.
The discussion also touched upon the issues of accounting for trade and other areas to determine the taxable base, a possible increase in the tax burden on individual entrepreneurs.
