Deputies of the “Obnovlenie” parliamentary faction held the first meeting of the deputy association that opened the autumn session of the 5th convocation of the Supreme Council. Its leader Peter Pasat outlined the main activities of deputies during the next three months.
The first direction - it's certainly lawmaking. Lawmakers will have the consideration of important legislations of economic orientation - Concepts of budget and tax policy for 2016 and the planning period of 2017-2018, the draft Tax Code (discussion of volume document, consisting of 475 pages, should take only 15 days) and, of course, the project the national budget for the next year and the following two years.
The second direction is intensification of work with voters in the districts. In the context of deteriorating economic and social situation, which led to the non-payment of full pensions and salaries to state employees, the emphasis should shift it toward additional public awareness of the situation of the republic, the measures taken by the deputies, to improve it. In this regard, Peter Pasat reminded about yesterday's decision of the Presidium of the Supreme Council to establish a working committee to study the situation with non-payment of salaries and pensions, analyze it and find additional measures to supplement the budget, both national and local, to perform the state social obligations of citizens.
The head of the parliamentary faction also announced the start of the campaign for elections to the representative bodies at various levels, he emphasized the importance of such an important socio-political event, which is the vote, informed about the invitation to attend as an independent international observers of deputies of all four factions of the State Duma of RF parliaments of Abkhazia, South Ossetia, Nagorno-Karabakh, CEC representatives of these countries, the public organization “Federation of Peace and Accord”, the experts who participated in the elections around the world.
In the course of the meeting, member of the “Obnovlenie” Oleg Bayev drew his colleagues' attention to the necessity to speed up the legislative work on the introduction in the legal sphere “building amnesty”. This is due to numerous appeals of the voters on the imposition of penalties on them. During this discussion the head of the Committee of the Supreme Council for the development of small and medium-sized businesses and industry Viktor Guzun informed that the parliament adopted a special law-in-draft “On Architectural amnesty” the first reading. Currently, there is an urgent need for its prompt consideration in the second reading and adoption.
