The PMR Supreme Council Chairman Alexander Korshunov received a plan for the development of the agro-industrial complex from the Head of the Consultative Assembly of the first Pridnestrovian deputies, the First President Igor Smirnov. Measures to improve legislation in the sphere of agriculture and to protect agricultural producers were developed by deputies of the first convocations of the Supreme Council of the Pridnestrovian Moldavian Republic following a meeting with the head of the Ministry of Agriculture Oleg Diligul. The first Pridnestrovian deputies asked the Minister of Agriculture questions regarding the use of agricultural land, the conservation of forest belts, pricing for agricultural products and others. In addition to this the year of 2023 was announced in Pridnestrovie as the Year of the agro-industrial complex, rural areas and rural tourism in order to draw attention to this area.
Proposals and questions of the Consultative Assembly of March 30, 2023:
1. to develop a strategy and implement the creation of new and conservation of the remaining forest belts.
2. to approve and implement measures to combat quarantine weeds, namely "Sosnovsky's hogweed", "boxwood moth", "chestnut mining moth", "ragweed", etc.
3. to develop and adopt:
a) the law on the required volume of production of vegetables, fruits, berry crops with subsequent processing;
b) to finalize the law "On Land" in order to determine the policy for the development of agricultural production and the sale of products, taking into account the guarantee of the state (state order);
c) to establish by law the procedure for the use of lands and control over the preservation of the fertility of these lands. To expand the powers of local authorities with regard to the disposal of land funds, in particular, agricultural lands, household plots and lands of gardening associations.
4. to approve the pricing methodology for cereals, flour and bakery products from grain of own production. To approve control over prices for vegetable products.
5. to consider the possibility of creating private-state procurement structures, taking into account personal subsidiary plots.
6. to develop and introduce into the law "On Land" the standards of organic farming, as well as the technology for certification of entities engaged in such activities.
7. to introduce criteria for the effectiveness of leased lands, the procedure for leasing and responsibility for the preservation of agricultural land into the law “On Land”.
8. To create a Republican center for the accumulation, refinement, packaging and supply of agricultural purposes to retail chains and for export at the expense of capital funds and private investments for state participation, control and ensuring food security.
9. to create capacities for processing industries of the following types of products:
a) catchup; b) mustard; c) mayonnaise and other types of agricultural products for domestic consumption.
10. to provide further subsidies, subsidies, concessional lending and a favorable customs regime in the implementation of export-import orientation by the subjects of the agricultural sector.
The experience of parliamentarians of the first convocations of the Supreme Council must be taken into account, studied and applied if possible, said Alexander Korshunov, Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic, commenting on the proposals received.
