Redistribution of budget funds

Deputies adopted in the first reading the law, amending the income and expenditure side of the state treasury at the last plenary meeting. For budget system, it is usual to have cash balances from the end of one year to the beginning of another. The 2018th and 2019th are not exception in this regard. Accounts of the consolidated budget at the end of the last fiscal year accumulated a balance of 127 million rubles.

The Government proposed to legislators to distribute, submitting for consideration a law-in-draft on introducing amendments to the law “On the republican budget for 2019”.

In general, several dozens of items of income and expenditure of the law "On the republican budget-2019" were subject to adjustment. They were the result of numerous working meetings with the participation of the President, members of the Government, deputies of the Supreme Council, which were held both before the first reading of the law-in-draft and during the preparation of the document for the second.

25 amendments were received from the subjects of the right of legislative initiative, preparing the document for the second reading. Some of them dealt with the redistribution of funds from the Capital Investment Fund. It was decided that the money under this state program can be redistributed within one administrative-territorial unit and within one manager of budget funds. The changes will be adopted by the Supreme Council.

The procedure for reallocation of funds will affect, in particular, such a targeted budget fund as the Road Fund. 7.4 million rubles are planned to be allocated for the purchase of a new paver. It is necessary for testing the concreting technology of Pridnestrovie. Significant funds will be directed to repair the street K. Liebknecht from the entrance to the capital from Bendery to the street Pravdy. Such a task before the state authorities at both the republican and local levels was set by the President.

The balances by the state-owned enterprise “Pridnestrovian irrigation systems” from the provision of paid services is about 2.2 million rubles. It was decided to leave at its disposal for the further development of this industry, increasing the area of ​​irrigated land. This topic was one of the leading ones in the recent collegium of the Ministry of Agriculture.

Earlier, parliamentarians, in the process of discussing the law, the corrective norms of the republican budget, insisted on the necessity of tender procedures in cases of construction, reconstruction or major repairs, which are carried out in several queues.

As part of the discussion of the law-in-draft in the second reading, his colleague Ilya Vasilyev proposed to exclude from the table of amendments to the adoption the proposal of the Vice Speaker Galina Antyufeyeva to create a commission to determine the list of medical equipment necessary for procurement at public expense.

The amount of funds planned for these purposes is 34 million rubles. The purchase of new medical equipment is necessary to equip healthcare facilities, which will be repaired in 2019 according to the capital investment program.

Deputies did not adopte the amendment initiated by the Ministry of Internal Affairs, which proposed new proportions of splitting of administrative fines for violations recorded by means of photo and video fixation. Now they make up 50% of the budget, 50% - on a special account of the Ministry of Internal Affairs. The Ministry of Internal Affairs proposes only 20% of the budget, and the rest is used for the development of the Safe City system, which currently operates only in Tiraspol and Bendery. In this regard, the people's representatives reminded that earlier from the republican budget (according to the capex program) 5 million rubles had been allocated for these purposes.
