Members of "The Obnovlenie" parliamentary faction gathered as usual to consider the most important draft laws on the eve of the plenary session. The meeting was chaired by the deputy head of the faction, head of the parliamentary committee for economic policy, budget and finance Alexander Korshunov. It was he who represented most of the draft laws on the agenda, since the committee he headed was responsible for it.
A noteworthy moment of the meetings of the faction's only faction in the Supreme Council is a thorough discussion of the norms of the draft laws, weighing all pros and cons, and sometimes uttering paradoxical opinions and arguments. The most controversial was the discussion of the law-in-draft on levying a tax on the property of individuals. Part of the deputies saw a reduction in the tax burden on citizens, part - an increase in the government proposals. The disputes were lengthy, the final decision to be taken by the entire deputy corps in the course of today's plenary session of the Supreme Council.
The unanimous was the opinion of the deputies, members of “The Obnovlenie” regarding the extension of the legislative norm for another year, allowing all without exception to taxpayers who worked at the loss of the economic year, not to recalculate the taxable base. The exclusion of the so-called tax on losses is an example of legislative support for economic agents in the conditions of an ongoing crisis.
Members of “The Obnovlenie” also spoke in favor of revising the parameters of the republican budget 2017. This is due to an increase of 50 million rubles in the amount of transfers for local budgets with a view to timely payment of wages to state employees. The revenue part of the budget of the Unified State Social Insurance Fund will increase by 3.5 million rubles, due to the repayment of previously arisen debts by one of the economic agents of the republic.
Faction colleagues supported the amendments made in the preparation of the law-in-draft "On Payments for Environmental Pollution and Use of Natural Resources" for adoption in the second reading, proposed by Deputy Oleg Vasilaty. They concern the introduction of payment for the collection of solid household waste for owners of individual houses that have not concluded garbage collection agreements with specialized enterprises. In view of the fact that such organizations do not exist in all rural settlements, a legislative initiative will be prepared that presupposes the right to engage in this type of activity on the basis of an individual entrepreneurial patent.
