Deputies of the Supreme Council at a plenary meeting approved the report of the PMR Accounts Chamber for 2023. The results of the activities of the Accounts Chamber in implementing the powers and tasks defined by the legislation of Pridnestrovie are reflected in the document.
The work of the PMR Accounts Chamber took place within the framework determined by law in 2023, as well as in accordance with the approved work plan and instructions of the PMR Supreme Council. Work was carried out on external financial control in various forms: preliminary, current and subsequent control. Within the framework of certain areas of control, methods such as audits, inspections, analysis, monitoring, surveys, inventories, and measurements were used.
The Accounts Chamber ensured control over the execution of the consolidated budget and the budget of the state extra-budgetary fund. As well as control over the functioning of the central bank, the safety and use of state and municipal property, funds in the housing and communal services sector received as payment for residential premises and utilities, as well as certain issues in the field of state regulation of pricing and tariff policy, compliance with legislation about procurement.
The Accounts Chamber of the Pridnestrovian Moldavian Republic carried out 85 control events in 2023, including 3 on behalf of the Supreme Council of the Pridnestrovian Moldavian Republic. The control activities of the Accounts Chamber were carried out in state authorities and local governments, as well as in enterprises, institutions, organizations, banks and financial and credit institutions, regardless of the types and forms of ownership, receiving and using funds from the consolidated budget, using the republican (municipal) ) property or its managers, as well as those providing services in the field of housing and communal services of the Pridnestrovian Moldavian Republic. 393 objects were covered.
Preliminary control was carried out regarding decisions made on the approval of local budgets for cities and regions of the republic and an examination of 241 draft laws and other regulatory legal acts on issues of fiscal policy and improving the budget process and inter-budgetary relations in 2023.
Violations and deficiencies were identified totaling 55.9 million rubles based on the results of the control. One of the types of violations identified by the Accounts Chamber is violations in the field of accounting and financial reporting – 32.6 million rubles. In general, financial violations and shortcomings totaling 29.3 million rubles were eliminated and compensated in 2023, according to the Resolutions of the Board of the Accounts Chamber adopted in the reporting year and earlier.
