A package of social legislations

The agenda of the plenary session, which will be held on September 22, includes a number of legislations of a social orientation. In particular, the deputies are to consider in the second reading law-in-draft with amendments to the law "On social protection of veterans and persons of retirement age". Its authors are a group of deputies of the Supreme Council. They came up with a proposal to streamline legislation in terms of providing benefits for paying utility bills and travel benefits for persons of retirement age. The law-in-draft specifies the categories of pensioners to whom the law applies.

In accordance with the law, benefits for payment of utilities and travel benefits are provided to foreign citizens and stateless persons only on condition of permanent residence in the territory of the PMR. As for the citizens of the PMR who have reached retirement age, the right to receive these benefits is granted to both permanently and temporarily residing in the territory of our republic pensioners. At the same time, permanent residents - regardless of the type of pension received, and temporary residents - on condition that they receive an old-age pension. The deputies propose to exclude the words "by age" from Article 5 of the law. This will allow pensioners to receive benefits regardless of the type of pension.

The Supreme Council in the first reading will consider the draft law with amendments to the law "On donation" in the course of the plenary session tomorrow. The Government's initiative is aimed at attracting potential donors. Medical organizations of the state health care system need donor blood and its components, since blood transfusion as a therapeutic method remains an important tool in the struggle for human life.

The current norm of Article 6 of the Law "On Donation" provides for the promotion of free donation by health care institutions, the Red Cross society and other organizations. At the same time, according to Article 3 of the Law "On Donation", donation can be both gratuitous and paid. Payment to the donor for the donation of blood and its components is made in the manner and amount established by the PMR Government.

The law-in-draft proposes to amend article 6 of the law "On donation" and delete the word "gratuitous" in order to promote not only gratuitous, but also paid donation.

According to the authors of the initiative, the adoption of amendments to the legislation will create additional conditions for maintaining a constant supply of donor blood in blood transfusion departments. The profile committee will recommend to the deputy corps to adopt the law-in-draft law in the first reading.
