Chairman of the Government Alexander Martynov was invited to the meeting of “The Obnovlenie” (Renewal) parliamentary faction. Today, during the plenary session of the Supreme Council, he will have to submit a report on the work of the highest executive body of the government last year.

The faction members discussed with the prime minister prospects for the development of the republic in the coming year. Deputies, in particular, were interested in the potential of the budget to improve the living standards of pensioners and state employees. According to the Prime Minister, this will largely depend on external circumstances. In particular, the conclusion of a contract for the supply of natural gas from January 1, 2020, as well as an agreement on the import of electricity from the Moldavskaya GRES to the right bank, which expires on April 1 of next year. The head of government considers if the state takes on additional social obligations, they must be fulfilled.

The subject of discussion was the current implementation of the budget, investment programs of energy supplying enterprises (this year the state pledged to repay the inter-tariff difference in the amount of 86 million rubles). While they are carrying out repair work with their own funds.

Members of “The Obnovlenie” faction were also interested in the course of lending to business structures, implementation of the provision of the enacted Law “On Public Procurement”. Speaking about the last document, the Chairman of the Government proposed to adopt law-in-draft that would defer the introduction of the articles of the law as of January 1 of the next year, with some of its provisions being revised.

The subject of lengthy discussions was the republican program for the purchase of medical equipment. After the adoption of its draft on July 10, 38 amendments were already received in the first reading, much of which falls within the purview of the Committee on Economic Policy, Budget and Finance. The rejection of the majority of people’s deputies is caused by the proposal to increase the staff number and, accordingly, the amount of funding (an additional 1.3 million rubles in budget) from the Ministry of Health.

The Vice-Speaker of the Parliament targeted budget funds to rational and efficient spending of budget funds, excluding intermediaries from the acquisition.

The law-in-draft, amending the norms of the basic law “On education”, was also among the polemical ones. We are talking about the possibility of including in the privatization program public education facilities that have not been used for a long time and become unusable. The Ministry of Healthcare has significant costs to ensure their protection. Some members of the faction supported the law-in-draft, others were categorically opposed, declaring a provision of legislation expressly prohibiting the alienation of public education facilities.
