The program “Providing housing for orphans and children left without parental care” was adopted in 2018 and will be implemented for 10 years. The state budget provides the funding necessary for its implementation, in the amount of approximately 7-9 million rubles every year.
According to the report of the Ministry of Social Protection and Labor, it was planned to purchase 42 residential premises in 2022. Initially, when the draft state program was adopted, an amount of 6.5 million rubles was set aside for 2022. Funding for 2022 was increased to 9 million 123 thousand rubles due to the increase in the cost of housing in the secondary market by 15-20%. As a result, they purchased not 42, but 39 living quarters for orphans. The reasons are regional features of the real estate market, small-sized housing and social norms of 33 square meters per person living alone. They intended to purchase9 apartments in Tiraspol, in Bendery - 5, in Slobodzeya district and Slobodzeya - 11 residential premises, in Grigoriopol and Dubossary - 3 apartments or houses each, in Rybnitsa and the region - 9, in Kamenka - 2. Three apartments were not bought in Tiraspol, Rybnitsa and Dubossary. The state program in 2022 was completed by 93%.
Despite the state program, the problem of housing for orphans remains relevant.
The representative of the Ministry of Social Protection explained that when planning the GPC in 2017, a different price model was adopted, with a lower cost of housing, which made it possible to purchase up to 60 residential premises. However, more up-to-date data on the cost of housing are taken into account every year when forming the expenditure part of the republican budget for the next year. They show that the current real cost makes it possible to purchase a smaller number of residential premises than was originally planned by the state program.
Having approved the report, the deputies expressed the opinion that it is necessary to increase the funding of the state program and strengthen control over its implementation.
