Report of the state administration of Rybnitsa district and Rybnitsa on the results of 2024

How Rybnitsa and Rybnitsa district developed in 2024, which buildings and roads were repaired and what was done by local authorities in the social sphere during this period, was told by the head of the state administration Viktor Tyagay, presenting the report to the leadership of the republic. The results were heard together with the head of the Government by Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov and deputies representing the interests of Rybnitsa residents in parliament, Vadim Kravchuk, Andrei Safonov, Valentin Matveychuk and Yakov Galak.

According to statistics, 64678 people live in Rybnitsa and the district, 310 children were born last year (31 less than in 2023).

Financial indicators: actual cash receipts to the budget in 2024 amounted to almost 313 million rubles, which includes subsidies from various target funds, taxes and fees, income from entrepreneurial activities, etc. The largest taxpayers in the local budget were still the Metallurgical Plant, the cement plant and Sheriff LLC.

Almost a third are socially protected items in the structure of expenses, of which 91% are the payment of wages to employees of the public sector.

Ferrous metallurgy expectedly took first place in the structure of industrial production in Rybnitsa district. The number of individual entrepreneurs has increased. 5148 individual entrepreneurs are registered in Rybnitsa and the district (743 more than in 2023). Crop production is carried out by 68 legal entities and 575 peasant (farming) households, livestock farming – 8 legal entities and 15 peasant farms. There are 14 transport routes in Rybnitsa, 13 in Rybnitsa district. There are also 2 social routes that transport beneficiaries. In total, Rybnitsa public transport carried 1 million 712 thousand passengers per year. 14.35 million rubles were allocated for the implementation of municipal programs in 2024. Dormitories, roofs and entrances of houses, electrical networks in houses, schools and kindergartens, at sports facilities were repaired, windows in entrances were replaced, several elevators in multi-storey buildings were modernized with this money. They continued to improve squares, parks and entrance groups in Rybnitsa. Roads were repaired, in rural areas on some roads that were covered with crushed stone or gravel, asphalt concrete pavement was laid. In total, repair work on roads of national importance was carried out for the amount of 20.1 million rubles, on municipal roads for the amount of 18.4 million rubles. 8.8 million rubles were spent on restoring the road surface in rural areas.

A rollerdrome was built on the Dniester embankment in Rybnitsa, pedestrian paths were paved, construction of a gymnasium for a boxing school was started, and a major overhaul of a mass grave of Soviet soldiers and a monument to fellow villagers who died during the Great Patriotic War of 1941-1945 was carried out in the village of Plot under the Capital Investment Fund.

Work on the restoration of memorials was completed on the eve of the 80th anniversary of the Great Victory. The graves of the Soviet soldier Titov and the monument to fellow villagers who died during the Great Patriotic War in the village of Broshtyany were put in order; sculptures of mass graves and monuments to fellow villagers who died in the Great Patriotic War were restored in the villages of Voronkovo, Garaba, Zhura, Krasnenkoye. Major repairs were carried out under the municipal program, for example, a hall in the building of the state administration of Rybnitsa and Rybnitsa district. The head of state administration of Rybnitsa and the Rybnitsa district especially noted the constructive work with the deputies of the Supreme Council in the Rybnitsa districts. The events that were carried out in 2024 at the expense of the Fund of Voters' Mandates were outlined by parliamentarians. Thus, deputy Vadim Kravchuk sent money to equip playgrounds in kindergarten No. 17 and near residential buildings, to pedestrian paths between houses in district No. 14 "Metallurgical". Andrei Safonov sent funds allocated under the state program to repair the premises, water supply and sewerage in the youth center and to purchase and install two roll mats for the Department of Physical Education and Sports in district No. 15. Deputy for district No. 16 Yakov Galak sent money from the Fund of Mandates to repair the library, schools, kindergartens, entrances of multi-story buildings, and install playgrounds. Districts No. 17 and No.18, where the deputies are Vasily Kunitsky and Valentin Matveychuk, are rural. The parliamentarians on the instructions of the villagers helped to install street lamps, pedestrian paths, equip recreation areas for children and adults, and carry out a number of repairs in social and cultural institutions.

Work on the improvement of Rybnitsa and Rybnitsa district was carried out at the expense of the municipal fund of voters' orders by deputies of the district city council.

The deputies of the Supreme Council asked the head of Rybnitsa state administration several questions. In particular, they touched on the topic of greening the city and planting trees. For example, Andrei Safonov was interested in the advisability of planting coniferous trees in the city, given the large number of industrial enterprises. Vadim Kravchuk asked why the issue of cutting down old poplars in the microdistrict, which are dangerous for Rybnitsa residents, is not being resolved. Viktor Tyagay explained that the priority is the safety of children, so old poplars and other trees are cut down, first of all, on the territory of kindergartens and schools. The choice of tree species for planting is determined by a special commission. The Government Chairman Alexander Rosenberg recalled the current law, according to which 2 new trees must be planted instead of 1 cut down. He advised establishing contact with specialists from the botanical garden and local nurseries that grow seedlings adapted to our climate. Summing up, the head of the Government Chairman outlined the tasks for 2025, and gave a positive assessment of the work of the state administration of Rybnitsa district and Rybnitsa in 2024.
