From the plans to implementation

Members of the presidium of the legislature made a plan of legislative work for the nearest future. There are a lot of documents relating to social security, the economy and other areas in the law-making portfolio.

The legislative initiative of parliamentarian Oleg Petrik is aimed at changing some norms of the law “On civil status acts”. Earlier, during the meeting of the responsible committee, the people's deputies explained the essence of the law-in-draft.

In the event that this legal norm is adopted by the deputies, the telecom operator will be able to receive data on deceased citizens.

A number of changes by the deputy corps are planned to be made to the law “On Universal Military Duty and Military Service”. They, in particular, relate to the support of graduate students. A group of parliamentarians proposed, by analogy with the legislation of Russia, to extend the time of the postponement of military service for citizens receiving post-graduate education, including the time of thesis, no more than one year after completing training in the relevant higher education program. There are only four such people in the republic, at least that is how many people asked for assistance from the relevant parliamentary committee on legislation.

The deputies of the Supreme Council in the second reading adopt the law “On Amendments to the Law “On State Duty”. Often it is necessary to give an example in order to understand the essence of legislative initiative. An army soldier is trained in the army to drive a vehicle. The Ministry of Defense pays the state duty for passing examinations, as well as for obtaining a driver's license by military personnel. At the same time, the existing legal norms of the state authorities, local governments, state and municipal institutions, funded from the republican or local budgets, are exempt from state fees. It turns out that the state issues money to its agencies, departments, institutions for the payment of state duty, which then goes to the budget again. The result is an "extra" movement of money from the treasury to the treasury.

In order to eliminate unnecessary financial transactions, it is proposed to exempt workers of state bodies and management from paying state duty at the request of the manager. The development of the law-in-draft by the deputies Galina Antyufeeva, Oleg Belyakov, Valery Babchinetsky and Vitaly Kalin was the result of appeals to the Supreme Council on the part of state authorities.

Chairman of the Supreme Council Committee on agriculture, transport, construction, natural resources and ecology Oleg Leontiev acted as the author of the law-in-draft, which proposes to extend until December 31, 2019 the construction amnesty for individuals. As noted in the explanatory note, “construction amnesty is voluntary-declarative in nature, which is why many citizens did not have time to exercise the right to apply it”.

The dates of the next plenary meetings –12 and 19 December were determined during the meeting of the Presidium of the Parliament.
