The presidential candidate Vadim Krasnoselsky in national program promised to return the elective principle in the formation of personnel potential of universities management. With the former head of the republic, for example, PSU Rector was appointed by presidential decree. The head of state Vadim Krasnoselsky, implementing the campaign paragraphs, submitted two legislations to the Supreme Council in the regime of legislative necessity designed to change certain provisions of the Labour Code and the law "On Higher and Postgraduate Professional Education".
Their main aspects is the restoration of the principle of the election of the Rector, the removal of age limits for candidates participating in the competition for the position of head of the institution, the establishment of comprehensive requirements for participation in it. The candidate must be a professor and doctor of science. According to the same standards of law and the current practice of experienced teachers upon the occurrence of a certain age they were forced to leave the occupied positions, or they did not have the right to participate in tenders for the replacement of senior positions in universities. On the other hand - the main university rector could be a person who does not have the degree of Doctor of Science.
Proposed by the President amendments to existing legislation were supported by Parliamentarians, as the republic feels the shortage of staff highly qualified, experienced leaders in such an important sphere for the state as education. The head profile of the Parliamentary Committee on Education, Science and Culture Mikhail Burla expressed consolidated view of colleagues.
The head of the responsible committee said that the legislative innovations do not affect universities, working in the sphere of national security - in the structures of the ministries of defense and internal affairs.
Legislative initiatives of Vadim Krasnoselsky were adopted by parliamentarians in two readings.
