Deputies considered more than two hundred legislations during the spring session. The focus is on economics, social policy, and health care. The adoption of new laws is the result of the joint work of the President, the Supreme Council, the Government and relevant ministries and departments. The press service of the parliament prepared the list of the most important documents adopted.
The medicine
The Supreme Council adopted amendments to the law “On the republican budget for 2019”, concerning the expenditure of funds from the Capital Investment Fund to improve the equipment of healthcare institutions with medical equipment and the purchase of ambulances. Deputies approved the relevant program, the implementation of which requires more than 34 million rubles. 16 of them will be sent to the purchase of equipment in medical institutions of the republic. The program includes the Republican Clinical Hospital, central hospitals in Dubossary, Grigoriopol, Rybnitsa, Bendery, as well as clinics and medical and obstetric centres, repaired and built as part of the capital investment program.
Education
The Supreme Council adopted the state target program "Development Strategy of PSUnamed after Shevchenko. The program document is based on the provisions of the Pridnestrovian Development Strategy for the next 8 years. The goal is to provide high-quality innovative education focused on the real needs of the labor market. Higher education received at PSU will be of three levels: bachelor, master (specialty) and graduate school. Citizens will receive a higher, secondary vocational, as well as additional continuing education in a single educational space with Russia, ensuring the transition to fourth-generation educational standards. The amount of financing of the state program will be 37 million rubles.
Social sphere
Parliament adopted the state program “Equal Opportunities” for 2019-2022. The main goal is to improve the quality of life of people with disabilities. It is planned to create conditions for free movement and access of people with disabilities to infrastructure facilities: install ramps, as well as call buttons at various facilities and institutions. It is also necessary to create conditions for the employment of persons with disabilities, to carry out activities to improve the skills of personnel working with citizens with special needs of life. It also provides for the acquisition of specialized literature, modern equipment for equipping the physiotherapy room in social protection institutions, cultural and leisure activities for people with disabilities.
Age of youth increased to 35 years. The Supreme Council adopted the relevant changes to the law "On State Youth Policy" in the framework of harmonization with Russian legislation. With an increase in the age bracket, a greater number of young people will be able to use state assistance, in particular, when obtaining a loan to solve a housing problem.
Amendments and additions to the law "On Universal Military Duty and Military Service" were adopted. Residents and doctors who constantly work in state and municipal health care institutions will receive postponement from the army. The law is intended to contribute to the preservation of medical personnel.
Business sphere
The Supreme Council approved the state target program "Support and development of entrepreneurship in Pridnestrovian Moldavian Republic" for 2019-2021. It consists of two sections: “Buy Pridnestrovian!” and “Business School Functioning”. The total funding of the state program is 3.6 million rubles. As a result of its implementation, the sphere of entrepreneurship will receive state support on a long-term and systematic basis.
Amendments and additions to the law “Special tax regime - simplified taxation system” were adopted. They concern the receipt by individual entrepreneurs of state compensation for the purchase of thermal printers for printing checks and cash registers (online cash registers). The amount of compensation for the tax on revenue will be 55 MW. To get tax breaks, individual entrepreneurs are required to document the costs of acquiring a printer. The adopted law provides a 70 percent benefit in the form of a reduction in the size of the unified social tax, compulsory insurance premium, income tax for a specific category of citizens. This applies, for example, to those who bring up a disabled child, orphans and children left without parental care, up to 25 years old, members of large families, participants in hostilities to protect Pridnestrovie, fighting in local wars and armed conflicts other states, etc. The law also provides for a 90 percent reduction in the size of the unified social tax, compulsory insurance premium, income tax for persons with disabilities of groups I and II and 75% for persons with disabilities of the third group.
Economy
The agro-industrial complex is one of the prioritioes according to the Republic’s Development Strategy for the next eight years. The Supreme Council approved the state program for the development of the agro-industrial complex for 2019-2026. The implementation of the document will ensure food security and self-sufficiency of the republic, as well as increase the volume of production of own agricultural products, increase exports and, as a result, foreign exchange earnings in the republic. The sources of financing include own or borrowed funds of enterprises, as well as subsidies and state subsidies. Farmers will be able to receive preferential loans for the development of animal husbandry, gardening, fruit growing and vegetable growing from the State Reserve Fund. The program of development of the agro-industrial complex adopted by parliamentarians also includes a set of measures to support the villages. It is about employment in the industry, infrastructure, as well as the development of rural tourism.
The state target program “Support and development of tourism in Pridnestrovian Moldavian Republic” for 2019-2026 has been adopted. The main goals of the strategic document are to create a modern competitive tourism industry in the country, improve the quality of the tourist product, and increase the attractiveness of Pridnestrovie. The amount of funding for the program is 17 million rubles. The program plans include the publication of a guidebook on Pridnestrovie, the preparation of professional guides based on PSU, the manufacture and installation of original signs of the main tourist sites and routes, equipment of tourist facilities with information panels, creation of platforms for selling souvenirs, production of presentation films, videos, publication of a catalog of travel service providers and others.
In view of the adopted amendments to the Constitution and the Regulations of the Supreme Council in the seventh convocation, the deputy corps will consist of 33 people. Amendments to the Electoral Code optimized the number of deputies of local Councils. The main goal is to reduce government spending. The boundaries of constituencies will expand, respectively, the number of voters will increase. Today, one deputy of the Supreme Council represents the interests of about 11 thousand Pridnestrovians.
