Adoption of the law-in-draft "On the Republican Budget for 2020" in the first reading, the Chairman of the Supreme Council told the media how the Parliament worked to prepare for consideration of the country's main financial document, as well as which areas of financing will become priority next year.
Deputies in the first reading approved the main parameters of the budget. This is the size of income and expenditures by directions. Namely, according to the functional classification and those state programs that the Supreme Council approved in previous years, as well as two new funds.
It is no secret that the deterioration of the infrastructure of enterprises that provide utilities, from 70% and above, for a number of enterprises reaches 90%. Therefore, the probability of emergency situations, and global ones, is quite high. At one point, entire residential areas may be left without one or another utility service.
Questions and disputes when considering the budget for the next year arose in a number of ways of spending budget funds and in terms of funding. As a result, a compromise was found, in which the most important thing that the Government and the Supreme Council could achieve was a balanced budget for socially protected items. This means that in 2020, pensions and salaries will be paid in full and, most importantly, on time. In other areas, Government programs such as capital investments, compensation for lost citizens' savings, and the purchase of housing for orphans will be financed. There are new areas of spending budget funds in the next year’s budget - a youth support fund, a territorial development fund, and funds to compensate for inter-tariff differences for enterprises of natural monopolies.
Next year, financing of inter-tariff differences will increase by 59 million. This is primarily due to the need to restore the infrastructure of energy supply enterprises and their development.
At the same time, due to cost optimization, redistribution and changes in the parameters of the revenue and expenditures, the budget deficit was reduced by 100 million rubles in comparison with the law-in-draft submitted by the Government.
