The Ombudsman told the deputies about the state of observance and protection of rights last year

The Commissioner for Human Rights in the PMR considered 547 appeals in 2024. Following their review, explanations were given and legal assistance was provided. Citizens' questions mainly concerned social protection, observance of civil and economic rights, as well as the right to a fair trial.

Ombudsman Vyacheslav Kosinsky voiced the main points from the report at the plenary session. He noted in his speech the special problems with the right to health care, medical care, and the pension issue is also relevant.

In a situation where there are 2 pensioners per worker, the state increased pensions by 10% last year. The Human Rights Commissioner mentioned this in his written report sent to the Supreme Council. In addition, such workers have the advantage if there are 2 years left until retirement. Many requests last year concerned the payment of Russian pensions. The Commissioner communicated with colleagues from Russia to resolve them.

The state provides support to young families. For example, the report talks about increasing the age for receiving state housing subsidies. Public sector employees who are under 40 years old can apply from 2025. The age was limited previously to 36 years.

Changes were made to housing legislation. The Supreme Council clarified in the law the standard for the area of ​​housing that the state provides under a social tenancy agreement, for example, to orphans. State administrations will not have different understandings of the law, and housing for orphans will be acquired faster. The Human Rights Commissioner noted the importance of the rules regarding the adoption of children. A family can receive almost 26750 rubles when adopting a child over 7 years old or if the child is disabled (under 18 years old). When adopting children who are brothers or sisters, this amount will be paid for each child. The adopted measure is aimed at ensuring that more orphans find their own family. Commissioner Vyacheslav Kosinsky in his report for last year emphasized the role of support that the state provides to enterprises. Pridnestrovian economic agents faced difficulties in 2024 due to the introduction of customs duties by Moldova. Measures were taken to prevent enterprises from closing and to prevent an outflow of personnel. Support measures are also in effect in the republic during the state of emergency in the economy. In the absence of gas in January, the Office of the Commissioner received many calls. Vyacheslav Kosinsky and specialists visited kindergartens, social and medical institutions, as well as heating and temporary accommodation points for citizens to protect the rights of citizens.

The ombudsman thanked all government bodies and local governments for their cooperation and response to appeals to protect citizens in the plenary session hall. Vyacheslav Kosinsky especially noted the cooperation with the Ministry of Social Protection and Labor and the Ministry of Health.

The Commissioner interacts with the Supreme Council, participates in meetings and working groups. The ombudsman gives opinions on legislations. There were over 300 of them last year. A positive assessment is given only if the rights of citizens are not violated. Following the discussion, the Supreme Council deputies adopted the draft resolution of the Supreme Council of the PMR "On the report of the Commissioner for Human Rights in the Pridnestrovian Moldavian Republic "On the state of observance and protection of human and civil rights and freedoms in the Pridnestrovian Moldavian Republic by state authorities and administration bodies, local government bodies, citizens' associations, organizations regardless of organizational and legal forms and forms of ownership and their officials and on the identified shortcomings in the legislation regarding the protection of human and civil rights and freedoms for 2024".
