Another runaround?

One of the distinguishing features of the current convocation of the Supreme Council - is active use of instruments such as the parliamentary deputy inquiry and investigation. The Audit Chamber - a body of people's control, created with the Parliament is systematically activated. The Accounting Chamber in mid-June reported to the legislature on the implementation of a number of orders. Expert-analytical and monitoring activities conducted at that time in respect of a dozen companies and organizations. But access to information was often limited. Commercial enterprises, organizations, banks, and government closed doors before the supervisory authority. They failed to check the transfer of funds and extrabudgetary accounts of the Presidential Administration. The events concerned the central bank that serves these accounts. Officially, both objects have refused to provide the requested documents. PRB invoke bank secrecy, the Presidential Administration - the absence, in their opinion, the Accounts Chamber of the relevant authority.

Parliamentarians sent parliamentary inquiries to the prosecutor's office and the President to find out how legitimate is the classification of information and obstruction of the work of the Chamber of Accounts, as well as to urge the President to assist it in the implementation of supervisory powers. Responses were expected 5 July.

Authorized representative on behalf of the President gave answers to parliamentarians with a six-week delay. The letter dated August 16 stated, in essence, only that the President is not obliged to account to anyone, except the people, even in their direct representatives, which are the Supreme Council deputies.

As, according to the author of the document, the Supreme Council is not vested with control functions it does not have to report for the Accounting Chamber.

Vladimir Bodnar has its own vision regarding funds arriving at accounts of the Presidential Administration: much of it is voluntary contributions and, therefore, to these means have no bearing on the budget and spent at the discretion of the so-called benefactor (apparently, even if its interests do not coincide with the state).

The letter of the authorized representative mentioned the situation with buying by the state of a quarter stake in Rybnitsa cement plant. At the time, the deputies asked about the prerequisites, reasons and details of the deal, trying to verify the legality of the transaction. Chamber of Accounts was requested to clarify information about the value of the shares, the procedure and terms of calculation, execution of obligations. The government, the Ministry of Economic Development, the KGB requested necessary information. The only thing that we found out was the information on ownership of shares and the fact that they were handed over to the state to repay debt for the consumed gas. The Deputy is sure that in the current situation, the government needs the money that could be spent for the needs of citizens.

In general, Gregory Dyachenko regards the response of the official authorized representative of the President in the Supreme Council of as another formal reply, which fully reflects the practice of classifying information, which has become a scourge of the past few years.
