Consolidated efforts

The current year draft budget was adopted in the second reading. A compromise for most of the amendments was found at the stage pre session committee work: at the plenary session they were voted without discussion. But at the some moment the representatives of the legislative and executive branches of government did not come to a common denominator, therefore, the parties continued to present their arguments and arguments. One of these amendments oblige to hold tenders for each state transaction exceeding the amount of 100 thousand rubles. Another important aspect on which parliamentarians insist: the list of goods and services for which a tender necessarily, must be approved by law and not by government decree, as it is today.

Deputies consider adopted amendments according to which formed in 2015 debt to the public sector employees was included in the list of socially protected items that are necessarily a matter of priority to be financed in 2016.

Overall Deputies position remains unchanged: the public authorities need to make every possible effort to budgeted project funds were transferred to the state treasury, and were used to fund socially protected items.

Deputies after the discussion and decision on all the amendments oblige the government until 4 April to submit of the estimates and the state program to the Supreme Council to approve in the third reading. Committee has to finalize and to bring together all of the digital indicators. Consideration of the draft budget for 2016 is scheduled for April 6.
