Education, science and culture. New for 2017 in the legislation

More than 300 legislations have been considered by the deputies of the committee on education, science and culture over the past year. 20 laws out of the 42 legislations that are part of the committee's competence were adopted by the Supreme Council in final reading and signed by the President.

Public education is a priority direction of state policy and one of the most extensive spheres of lawmaking. A number of relevant amendments were made to the legislation in 2017. In order to protect the rights of children and parents, the law "On Preschool Education" establishes a new procedure for paying meals in kindergartens. Now – it is only for the days when the child visits the preschool. The size of the payment for food is regulated by the law on the republican budget, and not on a subordinate level, as it was before.

The Law "On Education" is supplemented by a norm expanding the list of categories of recipients of state social scholarships. The right to it is granted to students who have lost both or one parent during the training period. The rule applies to all vocational education organizations.

The amendments to the law "On Education" are also connected with the creation of the state educational institution "Tiraspol Suvorov Military School" in the republic. The law fixes such concepts as "Cadet School", "Suvorov Military School", "Cadet School", "Cossack Cadet Corps". Legislatively established that the founder of the above-mentioned educational organizations can only be the Pridnestrovian Moldavian Republic; the categories of children who are given the preferential right of admission to these educational institutions are defined. Cadets and pupils of Suvorov Military College have the right to free transportation in urban and suburban public transport during their studies, as well as free travel during the holidays to their place of residence and back.

The legislative initiative of the deputies of the Grigoriopol district, aimed at preserving the network of libraries, cultural houses and museums located in the countryside found support for parliamentarians. In the opinion of parliamentarians, the taken measure is the development of national and cultural traditions in the villages, and will also allow expanding the powers that are provided to citizens' gatherings, which are called to solve the problems of the functioning of cultural objects.

The law-in-draft "On the Unified State Register of immovable objects of the cultural heritage of the PMR" is one of the most important. The document was adopted by the Supreme Council in the first reading.

The law of the Republic was supplemented by the law "On Cinematography" in 2017. The document, developed by the head of the profile committee, Mikhail Burla, is designed to legislatively regulate legal, organizational and economic relations in the cinematography.
