June 3 deputies plan to consider in the first reading the legislative initiative of a group of deputies "On amendments to the Constitution of PMR". The authors propose to include in the list of entities authorized to make inquiries to the Constitutional Court, the Soviets of People's Deputies of cities, districts. This will enshrine their right to have access to constitutional justice.

The agenda of tomorrow's plenary session includes questions concerning the conduct of this year's elections to the Supreme Council and local government authorities and local self-government. This authorization for expenditures for the preparation and conduct of a single day of voting, the legislations of parliamentarian Gregory Dyachenko aimed at improving the electoral legislation and the Code of Administrative Offences. In particular, the deputy proposes to establish a ban on campaigning by persons carrying out a census. The adoption of initiatives, according to the legislator, will ensure free elections.

Another equally important issue – is the amnesty. Parliamentarians will consider draft resolutions, prepared by the deputy Galina Antyufeeva  tomorrow in the second reading. The author proposes to exempt from criminal prosecution or punishment of persons staying in penal institutions, in connection with the 70th anniversary of the Victory in the Great Patriotic War and the 25th anniversary of the formation of the Pridnestrovian Moldavian Republic. According to Galina Antyufeeva, it is important to give people a chance to return to the family, to benefit society, the state and in the future not to commit offenses, comply with the laws. This measure will not affect those who have committed serious and heinous crimes.

The agenda also includes laws, vetoed by the President and sent to the Supreme Council for reconsideration. This is an initiative of Deputy Vladimir Bodnar, which offers to register the rights of orphans and children left without parental care for higher professional education program of bachelor and masters at the expense of the state budget in the law. Deputies of the Council of People's Deputies of Dubossary and Dubossary district are the authors of another initiative. They offer to provide the Chairman of the Council - Head of State Administration with expert advice as well as providing the necessary information and documents when applying to bodies of state power. Parliamentary committee recommended members of the Presidium to overcome the presidential veto on the two laws and to approve them in the previous edition.

The parliament will consider the initiative of the deputy Alexander Korshunov on making amendments to the law "On taxes on income of organizations" in the first reading at the next plenary session. The aim of the document is to create conditions for the preservation and development of the industry of the republic. The author proposes to reduce the tax burden on the loss-making company, whose revenues from sales of own production is more than 70% of the sales revenue.

The head of the parliamentary committee on economic policy, budget and finance Oleg Vasilaty urged colleagues of deputy corps to prepare amendments to the parliamentary law-in-draft "On additional measures to stabilize the economy of PMR". Let’s remember, the document passed the first reading. Vice-Speaker Sergei Cheban noted that the basis for amendments to the anti-crisis law-in-draft may enter rules of rejected presidential law-in-draft, for example, the introduction of financial and construction amnesties. Proposals, developed during the roundtables held at the site of the Supreme Council will be also amendments to the document. They will be held June 4 and 5. Members of the Government, representatives of NGOs, trade unions, MPs, representatives of the scientific community, experts are invited for participation.

The necessity for the law-in-draft is dictated by the current socio-economic situation in the republic. The parliamentarians pointed out that in view of the reduction and payment of incomplete salaries and pensions there is debt of the population to pay for utility services. Currently, it is topical, according to deputies, to carry out joint work to develop measures to overcome the crisis and improve living standards.
