About salaries, utility payments and mutual settlements

Non-payment of wages is always accompanied by a variety of negative consequences. The employer, whoever he was, privately owned or state does not pay salaries to employees. Employees without livelihood do not pay for utility bills. Malicious defaulters, and so destitute, left without supply of gas, electricity, and in addition also charges penalty charges for late payments for rendered utility services. There is - a vicious circle. Deputy of the Supreme Council Galina Antyufeeva proposed to break it and made a legislative initiative. Its essence is in the mutual settlements between participants in the process: the recipients of salaries and utilities. The paradox is in the fact that the initiative was based on numerous complaints of workers of housing and communal system Slobodzeya district. The debt to them varies from 5 to 7 million.

Deputies have no doubt that the initiative raises an important social problem of non-payment of wages and that it somehow needs to be addressed. However, as noted in the official report of the responsible committee on the state of regional policy, the mechanism of mutual settlements was proposed by the author - very complicated. In this regard, it was recommended to reject the legislative initiative to amend certain provisions of the law "On additional measures to stabilize the economy of PMR".

Deputy Valery Babchinetsky in the course of the debate insisted on providing such opportunity at the legislative level, because the problem is of acute social orientation. Disputes were resolved as follows: the author is withdrawing the legislative initiative, and two specialized parliamentary committee together with the government are trying to find a mechanism to solve this problem, an algorithm of further actions. It is possible that of public hearings are organized at the Supreme Council.
