The Supreme Council adopted in the second non-final reading the law "On state benefits to citizens with children" amendments and additions proposed by the Government. They concern changes in the procedure for assigning and paying a one-time benefit at the birth (adoption) of a child and a monthly benefit for caring for him until he reaches the age of 2 years. These payments will be made by territorial bodies of the Unified State Social Insurance Fund, starting from October 1, 2025. The date of entry into force of the norms proposed by the Government was adjusted as part of the second reading.
Other changes will come into effect from October 1 after the law-in-draft is adopted in the third reading and officially published:
– the amount of the one-time benefit for the birth and adoption of a child will be calculated in the calculated levels of the minimum wage: for the first child - 586 minimum wages (6270.2 rubles), and for the second - 654 minimum wages (6997.8 rubles). Young mothers currently receive the same amounts;
– the amount of the one-time benefit for the adoption of a disabled child, a child over 7 years old, or children who are brothers and (or) sisters will also be set in minimum wages: for the adoption of the first child of such categories - 2844 minimum wages (30430.8 rubles) and for the adoption of the second and subsequent children - 2912 minimum wages (31158.4 rubles). Parents currently receive these amounts in two payments: 2500 minimum wages and an additional amount for the adoption of the first child - 3680.8 rubles, for the adoption of the second and subsequent children - 4406.8 rubles.
- the same amount of child care allowance up to 2 years will be received by both working and non-working mothers. The amount will be 121 minimum wages (1294.7 rubles). For now, those who do not work or study part-time receive a payment of 88 minimum wages (941.6 rubles). The increase from October 1 will be carried out at the expense of the existing limits of the Unified State Social Insurance Fund;
- child care allowance up to 2 years will be accrued from the day of the child's birth, and not after the end of maternity leave;
- one of the parents or a person replacing him/her will be able to receive child care allowance up to 2 years. For now, this benefit is only paid to mothers, and in the absence of maternal care - to fathers, as well as adoptive parents or guardians if the child is an orphan;
- the period of registration at the place of residence of the recipient of the benefit at the birth, adoption of a child and monthly child care benefit up to 2 years old must be more than 1 year.
Amendments and additions to the Laws of the PMR "On state benefits to citizens with children" and "On the Unified State Social Insurance Fund of the PMR" will be adopted by the Supreme Council in the near future in the final reading.
