The meeting of "The Obnovlenie" parliamentary faction started with information of its chairman Peter Pasat on the progress and results of the trip of the parliamentary delegation headed by Speaker Vadim Krasnoselsky to Moscow. We are informed in detail about the past in the framework of the working visit of the Supreme Council deputies meetings in the Russian capital last week.

The subjects of the talks concerned economic, social and humanitarian cooperation of Pridnestrovie and Russia, strengthening of inter-parliamentary cooperation and inter-factional level. A special place in the dialogue with the Russians was the issues of export deliveries of procedures Pridnestrovian goods to the Russian Federation. Unfortunately, the results of last year, exports from Pridnestrovie decreased to 8% in Russia. They also talked in Moscow about the need to substantiate the 14 interdepartmental agreements concluded earlier between the executive authorities of the Russian Federation and Pridnestrovie.

The head of the parliamentary committee on agriculture Efimy Koval, introduced the co-faction law-in-draft on amendments to the law "About the Fund of the state reserve PMR". The Head of State proposed to move from a fixed size limit loan amounts reflected in the current legislation, to consolidate the quarterly size limit that should be fixed legal act of the Government. It explains all the sharp depreciation of the Russian ruble. For comparison: If earlier the upper limit of the loan in the amount of 12 million 250 thousand Russian rubles amounted to 510,000 dollars, but now this amount is nearly three times less.

Members of the relevant committee insist on legislative regulation of the matter crediting farmers from the funds of the Russian financial aid provided to PMR in 2008. In this case, due to the devaluation of the Russian ruble was proposed to increase the maximum amount of the loan up to 20 million Russian rubles in order to take them to the development of agricultural business could greater number of farmers. The supervisory board of the state reserve fund will continue to distribute money to potential borrowers on the basis of the law, rather than government regulation. The representatives of the highest executive authority agreed with parliamentarians’ amendments. As a result, the deputies will be encouraged to adopt the law-in-draft in the plenary session in two readings.

According to initiative of a member of "The Obnovlenie" faction Oleg Vasilaty resolution of the Supreme Council on the interpretation of such notions as "raw material", "equipment, including machines, mechanisms," "Materials included in the kit of appropriate equipment," "component parts" was prepared for adoption.  According to the parliamentarian, this interpretation is very much awaited by representatives of the production sector of the economy in the course of their relations with the customs authorities. Parliamentary draft resolution was coordinated with the Union of Industrialists, Agrarians and Entrepreneurs of Pridnestrovie.

Members of the faction, Victor Guzun and Alexander Korshunov worried about pensions of the Republic from among the private entrepreneurs. There are about 20 thousand people in the republic. They pay single tax payment in the form of fees for individual entrepreneurial patent. Part of these funds will be deducted including in the Unique Social Insurance Fund, from which pensions and other social benefits are paid. When it comes time to go on a holiday, these payments are not considered practical, because four years ago have ceased to provide individual entrepreneurs to fiscal authorities a declaration of income. This gives cause to supervisory authorities argue that they have no information on the real income of individual entrepreneurs, which form the basis for determining the amount of old-age pension. Parliamentarians Victor Guzun and Alexander Korshunov not only identified the urgent social problem, which every year will only get worse, but also offered a version of its solutions by determining the theoretical income of an individual entrepreneur, depending on the size of the fee for a patent.

After the meeting of "The Obnovlenie" parliamentary faction came away with a proposal to amend Art. 235 of the Customs Code, which cancels the registration of contracts of foreign economic activity. According to members of the faction, its adoption would lead to the relief of the economic activity of economic agents, the removal of some administrative barriers.
