The amendments to the federal law "On Citizenship of the Russian Federation" developed by the Ministry of Internal Affairs will allow the President of Russia to determine the categories of foreigners who are entitled to become Russians, in a simplified manner. They were supported by the government commission on legislative activity.
The President of the Russian Federation will be empowered to determine the categories of those who can become Russians without passing the examination of the knowledge of the Russian language, compulsory continuous residence in the country for five years and without confirmation of the source of their livelihood.
Changes are also proposed for participants of the state program to assist the voluntary resettlement of compatriots in the Russian Federation. According to the law-in-draft, they will be able to file documents in the selected region of the country, if they have a temporary registration. To do this, you will need to have a residence permit in Russia or a residence permit.
The law-in-draft has already been agreed with the Ministry of Justice, the State and Legal Department of the President of the Russian Federation, the Ministry of Labor and Social Protection, the Federal Security Service and the Ministry of Foreign Affairs.
Vladimir Putin spoke about the need to simplify the procedure for obtaining Russian citizenship during the "straight line" in early June.
The document amends article 1080 of the Civil Code of the Russian Federation on the liability of persons who have taken possession of another's property. In particular, car thieves will be obligated to compensate damage in case of subsequent theft or damage to vehicles
A person illegally seized by another's property, which was subsequently damaged or lost due to the actions of another person acting independently of the first person, is responsible for the caused damage. This rule does not exempt from compensation for harm from the direct cause of harm, according to the text of the law.
Pavel Krasheninnikov, head of the State Duma Committee on Civil, Criminal, Arbitration and Procedural Legislation, explained earlier that the new norm would allow making demands for compensation for harm caused to someone else's property to those who create "conditions for causing harm". He noted that this is especially important when the immediate cause of harm is not established.
