The main issue of tomorrow’s plenary session will be the law-in-draft “On the republican budget for 2019”. Legislators will continue its discussion in the second reading. The profile committee considered the received changes and additions to the law-in-draft and formed the corresponding tables of amendments. Earlier, on November 21, during the plenary session, a number of amendments that change the basic parameters of the budget were adopted. It was about increasing the costs of the capital investment fund and the fund for the execution of orders of voters. As a result, another 3.5 million were added to 205 million rubles, pledged for the implementation of the capital investment program and the fund of voter orders will amount to 8.6 million rubles. There are specific sources of income.
The problems of fulfilling the program of voter mandates in 2018 were discussed today in the course of the meeting of the Presidium of the Supreme Council. Legislators were provided with information on the implementation of the program in each constituency.Responding to the deputies' questions about the reasons for the difficulties with financing, Deputy Prime Minister Stanislav Kasap emphasized that all contracts will be registered without delay in the relevant ministries.
At the same time, he agreed that the problems actually existed, as well as the long, often inconsistent passage of documents in ministries, departments and state administrations.
There are many such examples. They are hardly solved in Bendery, in some districts of the capital. The reason is all the same bureaucratic delays.
According to the deputy Grigory Dyachenko (capital constituency No. 39), if part of the funds allocated for the implementation of the voter-mandates program are still not mastered, they must be transferred to the next fiscal year.
They spoke at the meeting about the state program of capital investments. The government proposes to discuss it in the framework of the enlarged meeting of the presidiums of the legislative and executive bodies on the forthcoming Thursday, November 29. The deputies considered it necessary to take a short time out: before considering the proposed program, it is necessary to get acquainted with it in detail. It was decided that all materials will be sent to the Supreme Council during the day. A joint discussion of an important state program was proposed to be held on Monday, December 3.
Tomorrow, in addition to the draft budget 2019, the agenda of the meeting of the Supreme Council includes more than ten legislations. In addition, the deputies will discuss the revised draft resolution “On the State Report “On the Situation of Children in Pridnestrovian Moldavian Republic in 2017”. The December plans include consideration of the law-in-draft submitted by the president, amending and supplementing the law on state protection, the amendment to the law on providing access to information on the activities of the Pridnestrovian courts. The authors of the initiative, deputies Vitaly Kalin and Vadim Kravchuk, propose not to fix the right, but the duty of the Judicial Department to post on its official website information about the activities of courts of general jurisdiction, if the latter do not have their own website.
