Meeting of the Presidium of the Supreme Council was held traditionally on Tuesday. Lawmakers discussed a list of issues to be submitted to plenary meetings. Among them there are amendments to the Law “On local government bodies, local self-government and state administration in the Pridnestrovian Moldavian Republic”, submitted by the Bendery City Council of People's Deputies. As explained, the deputy chairman of the Committee for State Regional Policy Anton Onufienko, who presented the law-in-draft, the goal is to clarify the sources of the formation of an extra-budgetary fund of the state administration. The authors propose to exclude from the sources of its formation the rent for land; fines for administrative offenses committed in the territory of the local Council; proceeds from the sale of ownerless and confiscated property. The relevant committee prepared a table of amendments for the second reading of the document, taking into account the suggestions and received comments, including from the Rybnitsa City Council of People's Deputies. Rybnitsa deputies proposed to exclude from the sources of the formation of an extra-budgetary fund also the income from the sale of apartments and houses to the population and the income from local lotteries.

The deputies will have to consider the initiative of the government, amending the Housing Code. In order to increase the level of payment for housing and communal services, it is proposed, by analogy with the legislation of the Russian Federation, to increase the amount of late payment for late payment. According to the law-in-draft, its size, starting from 31 days, will be 1/300 of the refinancing rate of the Central Bank of the amount of debt for each day of delay. Starting from 91 days, the size of the penalty will increase to 1/130. Today, the debt of the population to public utilities is about 160 million rubles.

This disciplinary measure, in the opinion of the legislator, will allow maintaining in good condition the communal infrastructure, which is currently in serious decline, and, as a result, to provide housing and utilities services with quality services.

Deputies of the profile committee supported the amendments to the Housing Code. The document will be submitted to the plenary session for consideration in the first reading.

Tomorrow the deputies during the session of the Supreme Council plan to discuss and approve the State program for the development of the agro-industrial complex for 2019-2026. Preliminary document was discussed by members of the relevant parliamentary committee. As stated in the explanatory note, the goal of the state program is to create a stable, competitive, dynamically developing export-oriented agro-industrial complex, which, in terms of production, meets the needs of the republic’s population and exports.

Resource support of the State program is more than 2 million rubles. Sources of financing: own funds of organizations (54.92% of the total amount of the program), loans, funds of capital investment funds and entrepreneurship development, as well as the republican budget.

It is planned to consider amendments to the Labor Code during one of the next meetings. The deputies Oleg Leontyev, Oleg Bayev and Igor Yarych, who proposed the legislative initiative, offer to fill the existing gap in the legal regulation of the working hours of workers in agricultural organizations.

The first meeting of the Supreme Council in March is scheduled for March 13.
