The November Plans

16.10.2018

Lawmakers discussed the agendas of the upcoming plenary sessions. They are scheduled for October 24 and November 8. It is planned in the course of the meeting of the Supreme Council, scheduled for the first November Thursday to consider law-in-draft “On the republican budget 2019” in the first reading. Previously, all the controversial issues of principle the legislators, together with representatives of the executive power, intend to discuss in the framework of parliamentary hearings, which will be held on the basis of a profile committee. They are scheduled for Friday, October 19th.

According to the head of the Committee on Economic Policy, Budget and Finance, Alexander Korshunov, these hearings should become a kind of zero reading of the draft budget. It is planned to discuss the main budget parameters, as well as to hear the arguments of the government regarding a number of proposed innovations.

As for the budget, they relate to the implementation of the planned activities for the capital investment fund, which was created this year, as well as to the activities of the Government's Fund to Support Entrepreneurship. According to the conviction of the head of the parliament, Alexander Shcherba, it is necessary to develop an effective and consistent policy in the sphere of supporting small and medium-sized businesses.

As parliamentarians emphasized, when discussing the draft budget, the issues of social security of citizens should be among the top priorities.

Members of the profile committee also suggest that the funds should not be “burned out”, but transferred to the next year. After all, the funds of the Mandate Fund of Voters are strictly targeted.

All these questions, as Alexander Korshunov expressed his hope, will be the subject of discussion during the scheduled hearings.

The agenda of the upcoming plenary session will include a number of legislations, submitted by the deputy Mikhail Burla, as well as the head of the relevant department Tatiana Loginova. The Ministry of Education proposes to send the savings under "The Textbook" state program (and this is 87 thousand rubles) for the purchase of textbooks on the history of the PMR. From this school year, the history of the Pridnestrovian Moldavian Republic is introduced as a compulsory general educational subject. There are not enough textbooks on the new discipline. The legislative initiative of the government was supported by the Committee on Education, Science and Culture. It is supported by the proposal of Mikhail Burly to legislatively secure the authority of the Ministry of Education to determine the timing and duration of the final state certification examinations (IGA) for all educational institutions, regardless of departmental subordination.
