The President Vadim Krasnoselsky signed a series of laws that were adopted in June by deputies to the Supreme Soviet.
Regular innovations appeared in the Housing Code. The essence of the law signed by the President is that the tenants of apartment buildings - homeowners ’partnership, housing cooperative - will pay for utilities directly to their suppliers. This legislative change will ensure a fair and transparent system of payment for services by excluding intermediaries from the payment chain, and will increase the payment discipline of consumers. Prior to the entry into force of the law, the tenants of these houses first paid to the cooperative, which was later settled with life-support enterprises. The mechanism of payment for utilities adopted in relation to the housing cooperative, housing estate, housing cooperative system and housing cooperatives is currently used in individual houses and multi-storey apartment houses of the municipal fund.
The President signed a law putting into force the state target program “Development Strategy of PSU named after Shevchenko” adopted by the parliamentarians. This is the fourth program document for the main institution of higher education. The state target program for the development of the main university of the republic is based on the provisions of the Pridnestrovian Development Strategy for the next 8 years. Its strategic goal is to create competitive educational environment that allows the university to maintain worthy place in the sphere of educational services due to the provision of high-quality innovative education focused on the real needs of the labor market. The directions of the university’s activities stated in the law imply the transformation of knowledge into the main economic and strategic resource of the society.
Received in PSU higher education will be three levels: bachelor, master (specialty) and graduate school. Citizens will receive a higher, secondary vocational, as well as additional continuing education in a single educational space with Russia, ensuring the transition to fourth-generation educational standards. The amount of state program funding will be 37 million rubles, 27 million of which is the republican budget money, and 10 million rubles is the university’s own funds received from the provision of paid educational, scientific and advisory services. There is intention to attract additional funds from extrabudgetary sources.
Regular changes and additions will appear in the law on compulsory third-party liability insurance of vehicle owners, effective from May 2017. It concerns the procedure for concluding an insurance contract and obtaining an electronic insurance policy. Thus, when clients order insurance services through the Internet, insurers will be able to issue an electronic policy, and paper document if requested by vehicle owners.
Another legal rule specifies a number of drivers that can be entered into the insurance policy. From now on, an insurance policy “with a limited number of persons” can be issued for no more than three people.
The amendments and additions to the law on OSAGO adopted by the Supreme Council and signed by the President also establish additional obligations for insurers, a list of documents to be submitted when concluding an insurance contract, expanding the list of grounds for returning the insurance premium upon early termination of the contract. The technical aspects of the execution of electronic policies, including the procedure for keeping records of insurance policy forms, are supposed to be prescribed in the regulatory act. The Central Bank is the supervisory authority for the activities of insurance companies.
