Earlier this year the Supreme Council leadership received a collective appeal of 20 deputies regarding the need for a deputy's investigation of the situation in the sphere of wages of public sector workers and pensions in 2015. Deputies were interested in preconditions decision on incomplete payment of wages and pensions, as well as information about the sources of repayment.
On the basis of the decision of the Supreme Council such a commission was formed by deputies January 27 this year at the plenary session. It is composed of seven legislators: Alexander Shcherba, Oleg Vasilaty, Vadim Doni, Gregory Dyachenko, Alexander Korshunov, Sergey Khankevich, and Oleg Petrik.
On behalf of the Commission the inquiries were sent to the Government and the United State Social Insurance Fund After the first organizational meeting. Participants of today's meeting of the commission stated that the answers have been received but not fully and structure as requested. In particular, while there is no clear answer to the main question: whether the state had the money to pay pensions and salaries to state employees at the time when the decision not to pay them at a rate of 30%? Outgoing replies from the President and Government noted a decrease in tax revenues and the need for resources to ensure security of the republic.
Deputy corps expects 30 March the results of the commission for conducting the deputy investigation into the situation in the sphere of wages of public sector workers and pensions in 2015. As the chairman Alexander Shcherba told reporters, the activities of the parliamentary commission closely linked with the expert-analytical activities that are currently on behalf of legislators carries supervisory authority of the Supreme Council - the Accounting Chamber. Their evaluation is expected in mid-April, so it is possible that the commission's work will be extended. However, its members are ready to present to colleagues intermediate information on the progress and preliminary results of the parliamentary investigation.
It was decided to invite the former Minister of Finance Elena Girzhul, again - former Chairman of the Government Tatyana Turanskaya, as well as heads of major taxpayers, life-supporting companies, including Ltd. "Tiraspoltransgaz-Pridnestrovie" Petr Stepanov for the next meeting scheduled for March 21.
As the members of the commission repeatedly emphasized, in addition to the reasons for non-payment of salaries and pensions, more important it is to create conditions to prevent such situations in the future. To this end, according to the parlamentarians, it is necessary to legally prescribe a law that does not allow the executive branch to limit social benefits even with a decrease in the volume of tax revenues and other income of the state treasury in preparation of the project of the republican budget for this year for the second reading.
