Today is the plenary session of the Supreme Council. On the eve, members of of “The Obnovlenie” gathered to discuss the pressing issues of its agenda. They started with the legislative initiative of the Prosecutor, which contains a proposal on the preservation of benefits for public prosecutors for public transport. This is motivated by the fact that civil servants overseeing the implementation of the law often move to judicial and other instances - the number of official vehicles is limited.
Discussion turned out to be a discussion of the issue concerning some aspects of remuneration of public sector employees. Their salary consists of the salary and all kinds of allowances, including for seniority. There were opinions that it should be paid only to holders of specialized education and working on the profile. There were other opinions with references to various life and family circumstances that did not allow us to adhere to this norm. The most favorable was the attitude of members of the faction towards low-paying categories of state employees, who must pay extra to the minimum wage.
Among the controversial was the law-in-draft on changing the norms of the basic law “On Education”. The author was their colleague Oleg Vasilaty. The essence of the legislative initiative is to prohibit the creation in schools and kindergartens of non-profit organizations whose activities are aimed at supporting the material and technical base of educational institutions.
Some members of the faction supported the innovation, some spoke of the premature adoption of the law-in-draft, since the state does not currently fully finance the functioning of the education system.
He also noted that if this law-in-draft is adopted, the deadline for the introduction of its norms should coincide with the beginning of the new school year, and not immediately enter into force, even if it is adopted by the legislature and signed by the President.
The members of the faction argued the most about the voluntary / involuntary nature of parental contributions. They believe that if it is necessary to collect money in the funds of schools and kindergartens, then information on their spending should be clear and comprehensive. It is the parents who must make the final decision on the direction of these funds after consulting the administration of educational institutions.
It is planned to allocate certain funds to replenish the material and technical base of educational institutions at the primary and secondary level in the next fiscal year to cities and regions from the republican budget. To this end, it is proposed to create a special fund - the Territorial Development Fund.
In the second reading, the deputies of the Supreme Council will have to adopt amendments to the law "On Employment", involving the creation of a republican electronic database of vacancies. They must be consistent with the legitimate use of personal data of citizens. They also discussed the issue of increasing the period after which the employer may be sanctioned for non-provision or untimely provision of information on the availability of vacant seats. The current norm - three days - is too short, say parliamentarians, members of “The Obnovlenie” faction. Two options were discussed - up to 10 days and up to a month. The final decision is for the deputy corps.
The Supreme Council has to reach a verdict on another controversial law-in-draft - on amendments to the law "On Road Safety". Opponents of its adoption appealed with a "reinforced concrete" argument: do not violate the rules of the road, and there will be no complaints against you. Supporters of the law-in-draft drew attention to the fact that photo and video recording of traffic violations should also be carried out legally, in compliance with all the same traffic rules.
Among the fractions considered during the meeting, there were legislations aimed at significantly increasing the amount of administrative fines for burning tree leaves in settlements, reducing the tax burden on legal entities that use water for irrigation, etc.
