Violations in the financing of kindergartens and inaction of bailiffs are in the report of the Prosecutor's Office last year

15.07.2020

The prosecutor’s office received more than 5 thousand requests from Pridnestrovians last year. Most of them request clarification of the provisions of the current legislation. Pridnestrovians come for a personal appointment with the prosecution authorities.

It was represented at the plenary session by the PMR Prosecutor Anatoly Guretsky. He noted: last year, the prosecutor’s bodies regularly received appeals regarding the correct calculation of pensions. As a rule, according to the results of inspections of violations in the actions of pension bodies were not detected, although there were such cases in 2018.

Another area where there are many complaints is education. According to parents, in some kindergartens and schools of the republic, checks were carried out. It turned out that parents were encouraged to enter into non-profit partnerships to participate in the financing of kindergartens. Cases of unlawful collection of fees for exemption from labor practice or for filling out certificate forms have been identified in schools. Managers and directors often turn to non-profit partnerships with a request to purchase something necessary for kindergartens and schools.

Information about the violations and the reasons that contribute to them was sent to the President, the Supreme Council and the Government of the republic, said Anatoly Guretsky.

According to the prosecutor, disciplinary violations were recorded against employees of the Ministry of Internal Affairs, the penal system and the Investigative Committee. The deputies paid special attention to the issue of improper performance of their functions by judicial officers.

Often, bailiffs do not have enough information about the property of the debtor. This is due to the untimely sending requests for information regarding cash and other property owned by the debtors, untimely checks at the place of residence or location of the debtors.

The PMR prosecutor Anatoly Guretsky touched on mentioned all spheres of activity of the republic’s supervisory authority. Vice-Speaker, Head of the Parliamentary Committee on Legislation, Protection of the Rights and Freedoms of Citizens Galina Antyufeyeva thanked prosecutors for their cooperation. The prosecutor's office submitted 11 legislative initiatives to the Supreme Council in 2019. This year, on the proposal of the PMR Prosecutor, a decree on amnesty was developed in connection with the 75th anniversary of Victory in the Great Patriotic War and the 30th anniversary of the establishment of the PMR.

Deputies of the Supreme Council approved the report on the activities of the prosecution authorities for 2019 and adopted a corresponding resolution.
