The Taxation of small Business

At the beginning of the faction meeting, the current situation on the implementation of the voters' program was the subject of discussion. 4.3 million rubles have been allocated for these purposes from the budget, however, according to the deputies, "the program stalls" - most of the funds have not been developed to date. This means that the planned repairs of infrastructure facilities have not been carried out, territories have not been landscaped. The Minister of Finance Tatyana Kirova and Deputy Prime Minister Stanislav Kasap answered the lawmakers’ questions. The general opinion is that it is necessary to resolve issues more quickly, to exclude delays in registering concluded contracts for the performance of works, their price expertise (if the sum exceeds 40,000 rubles) in executive bodies, to work more closely with local state administrations.

Members of “The Obnovlenie” (Renewal) faction during the meeting of the parliamentary association discussed a package of legislations aimed at reforming the taxation system of individual entrepreneurs. The documents are developed by a group of deputies and act as an alternative to those submitted to the Supreme Council by the government.

Government legislations are aimed at improving the tax system for individual entrepreneurs. It was proposed for this purpose to divide the patentees into three categories: self-employed, working on the patent system and those who will fall under a mixed taxation system. The mixed system is designed to exclude the existing opportunity to implement large business projects based on a patent, primarily in retail trade, by placing in a separate sector. The government proposes entrepreneurs working in a mixed system to allow transactions with legal entities, conduct foreign trade, sell excisable goods. In this case, according to the law-in-draft, such entrepreneurs will be obliged to pay a 4% turnover tax by making settlements using cash register equipment.

The concept of the deputy package of legislations was presented to the members of the faction by the chairman of the committee for the development of entrepreneurship and industry, one of the authors of the documents, Victor Guzun.

How will representatives of small business react to the reform, what will it give them, will this worsen their situation? These questions became the main issues during the consideration of the proposed initiatives. Viktor Guzun did not deny that "any reforms will be perceived as worsening the situation of entrepreneurs in the small business environment".

Discussion of the package of legislations will be continued at today's plenary session. There is not much time to make a decision - all tax legislations must be adopted before October 1.
