The government submitted the law-in-draft "On personal subsidiary plots" to the Supreme Council for consideration. The document discussion provoked a wide discussion among parliamentarians.
As noted the Minister of Agriculture and Natural Resources Yefimiy Koval presenting the legislative initiative, the document is designed to determine the conditions for the maintenance of personal part-time farms, as well as to establish standards and rules for keeping pets, in particular, to limit the number of livestock in private households.
According to him, when drafting the law, numerous complaints of citizens for violations of sanitary norms for keeping pets in the settlements were taken into account.
The majority of deputies spoke against the concept of legislative initiative. Parliamentarians suppose that it is wrong to limit the number of livestock that are kept in private households, and compliance with sanitary norms should be monitored by the relevant departments and punished for their violation in accordance with the provisions of the Code of Administrative Offenses.
According to the Ministry of Agriculture, there are about a hundred farms with a large number of livestock in the republic. According to the head of the relevant ministry, in order to sell their products, they can formalize the peasant farms. At the same time, the parliamentarians asked the following questions: what kind of support will they receive in such a case, how will the people themselves react to the proposed norms?
The chairman of the responsible committee, Oleg Leontiev, noted that during the preliminary discussion the law-in-draft caused a lot of questions. The deputies of the Committee considered it ambiguous, but possible to adopt. The concept of "personal subsidiary farming" is not regulated at the level of the law, although it is widely used. Therefore, it is necessary to determine the main goal of the legislative initiative: to encourage citizens to establish a peasant farm or to define sanitary norms that are already in place.
Discussing this issue of the agenda, the deputies noted that complaints about negligent neighbors come from voters in each district.
As the vice-speaker of the parliament Galina Antyufeeva noted, the legislation establishes liability for violation of sanitary norms and rules for keeping pets, such measures are stipulated in the Code of Administrative Offenses. The limitation of their number does not solve the problem.
Deputy Chairman of the Supreme Council Galina Antyufeeva drew the attention of colleagues parliamentarians to the fact that there is no law restricting the livestock in any neighboring state. For example, the contribution of personal subsidiary plots to the production of agricultural products exceeds 40% in Russia.
The legislative initiative of the government was rejected by a majority of votes.
