On the agenda of Parliament

The meeting of the Presidium was held by the Deputy Chairman of the Supreme Council Galina Antyufeyeva. The chairpersons of the relevant parliamentary committees informed the presidium colleagues that all legislations were ready for consideration by the deputy corps and suggested that they be included in the agenda of plenary meetings in accordance with the schedule.

At one of the regular meetings of the Supreme Council, deputies will consider the legislative initiative of the president, proposing amendments to a number of legislative acts. They relate to improving the norms governing relations in the sphere of military duty and military service. In particular, strengthening control over the conduct of military registration, fulfillment by citizens of military registration obligations, organization of the work of draft commissions and the implementation of a medical examination.

A large block of legislations for consideration at the plenary meeting was prepared by the committee on agribusiness.

Deputy Yuri Kucherenko took the initiative to adopt amendments to the Land Code in terms of bringing its standards in line with the norms of the Civil Code and the Law on Mortgage. According to the parliamentarian, this will lead to an optimization of the transfer procedure of land plots that are in common shared use as collateral.

The Government proposes to supplement the Land Code with a norm that will simplify state control in transactions with land rights. In order to avoid duplication of the stages of state control in terms of verifying the legality of the transaction, the law-in-draft proposes to exclude the mandatory notarization of those land lease agreements for use on a rental basis, which are concluded with authorized state authorities.

A group of deputies of the committee on agriculture issues proposes to amend the law "On the system of state registration of rights to households located in rural settlements of the PMR, and transactions with them".

The purpose of this law-in-draft is to extend the provisions of this law. This will allow us to maintain the current simplified procedure for recognizing ownership of households located in rural areas until January 1, 2025. Thus, the villagers, whose home ownership rights are not currently registered in the Unified State Register of Rights, will be given the opportunity to perform these actions by recognizing the ownership of real estate by the local authority. This, according to the deputies, will be an incentive for the implementation of these registration actions, and will also ensure that more real estate objects that are subject to taxation are recorded.

In addition, the deputies of the committee on agricultural issues took the initiative to amend the law “On Payments for Environmental Pollution and the Use of Natural Resources”. Parliamentarians propose lowering the rate of payment for the use of water resources for economic entities. Today it is 2.94 rubles. for 1 cubic meter of water. Such high prices, according to deputies, lead not only to an increase in the cost of production, but also in some cases is the reason for the "withdrawal into the shadows" of the object of taxation.

Deputies Oleg Leontyev, Igor Yarych, Oleg Bayev, Ivan Nedelkov proposed a legislative initiative to introduce amendments to the law “On licensing of certain types of activities”. Its goal is to support small organizations in the construction industry. Today, a construction company, having a license for one subtype of activity, is required to maintain a large staff of specialists. In practice, some of them are involved in the implementation of construction work either at a certain stage or in isolated cases.

According to deputies, small construction organizations cannot support an expanded staff. In some cases, existing requirements are not feasible due to a lack or shortage of personnel, in particular specialists with specialization.

The law-in-draft proposes to establish that an organization providing construction services can attract specialists of the relevant profile to carry out work in the declared field of activity.

By the decision of the Presidium, these draft laws will be included in the agendas of the next plenary meetings of the Supreme Council.
