Members of “The Obnovlenie” (Renewal) parliamentary faction in the course of the regular meeting discussed the most important issues on the agenda of today's plenary session.

Being in the status of a deputy, Vadim Krasnoselsky came forward with a legislative initiative designed to improve the activities of the customs authorities. The proposal was that the customs employees carry out control of goods and vehicles in accordance with the law on the procedure for conducting inspections. Earlier, the law-in-draft was considered in the profile committee for the development of entrepreneurship and industry, where the opinions of its participants were divided. Since January 1, 2018, a new edition of the Customs Code has come into force. It corresponds with modern requirements of international practice in the field of customs regulation. Since then, customs procedures have considerably simplified. However, a number of deputies believe that the existing norms regulating the procedure for conducting checks by the customs authorities are not enough, and the Customs Code itself needs to be improved. Members of the faction supported the decision of the relevant parliamentary committee to recommend the deputy corps to adopt the law-in-draft initiated by Vadim Krasnoselsky in the first reading.

The government's legislative initiative to amend the law "On the protection of the reproductive health of citizens and on family planning" caused lively discussion. It is based on concern about the large number of abortions among adolescents (80% of pregnancies in adolescence end with medical or surgical abortion). The law-in-draft, initiated by the Ministry of Health, proposes to increase the age from 15 to 18 years, when the interruption of unwanted pregnancy is possible provided that parents are informed. The polemic, which was developed earlier during the meeting of the profile parliamentary committee on social policy revealed a difference of opinion. In particular, the head of the committee, Sergei Cheban, supposes that any restrictions can lead to an increase in maternal mortality, an increase in illegal abortions, suicide among adolescents. It is important in such a situation to strengthen preventive work, the deputy supposes. This opinion was shared by parliamentarian Sergei Cheban during the last session of the parliamentary faction. It successfully deals with reproductive health centers established several years ago by the standards of the World Health Organization (WHO). Thanks to this, it was possible to reduce the number of abortions by a certain number of births.

Some members of “The Obnovlenie” agreed with the arguments of Ilya Vasilyev to increase the age of adolescents to 18 years, when they would need to be notified of the interruption of their pregnancy of their parents. This age threshold in Russia is 15. The final decision on this legislative proposal is to be taken during the plenary session of the entire composition of the deputy corps.

Members of the faction supported the law-in-draft, which introduces amendments and addenda to the law on remuneration of workers in the budgetary sphere. It is about developing an integrated, unified system of additional payments to public servants with class ranks. Discussing this issue, members of the faction drew attention to the need to revise this law, effective since 2004. According to many, it is not of a stimulating nature. We also spoke about the progress in implementing pilot projects in some ministries and departments aimed at optimizing their staff numbers and, correspondingly, increasing the remuneration of employees due to the saving of the wage fund. The first project began to be implemented on the basis of the Ministry of Economic Development in August last year. You can make any conclusions after some time. It is possible that such experience will be extended to other budgetary institutions and organizations with a view to material incentives for their employees to work effectively.

In this regard, we recall that the President Vadim Krasnoselsky on May 31 of this year signed the law "On Amendments and Addendum to the Law of PMR "On the State Budget 2018". Thus, the legal norm adopted by the Supreme Council on May 16 of this year on the operation of the state program for the implementation of voters' orders entered into force. The order of its formation is approved by the resolution of the Supreme Council. This happened for the first time in ten years of the existence of the law "On the Fund for the Execution of Voter Orders", which was adopted in 2008. A special fund was set up in the amount of 4.3 million rubles to implement the state program. Thus, within the framework of the implementation of the provisions of the law that entered into force, it was decided to send 100,000 rubles to each constituency of the republic. Parliamentarians have various measures for the improvement of the districts in the state program for the implementation of voters' orders: repair of intra-quarter roads and in-house territories, installation of playgrounds, sports camps, repair and construction work in the housing stock.

The implementation of the program's points will be taken by the executive authorities. The people's deputies reserve the right of the Supreme Council control of implementation in accordance with the constitutional norms on the control functions.
