The results of the work for the past year were presented by the Ministry of Digital Development, Communications and Mass Communications of the Pridnestrovian Moldavian Republic. The reporting meeting was attended by the chairman of the parliamentary committee on education, public associations and media Igor Buga and the deputy chairman of the committee on legislation Grigory Dyachenko.
The Minister of Digital Development announced the key areas of work of the department, one of which is ensuring digital interaction between government bodies and the state and business and citizens. The republic has an “Electronic Government” for this purpose, which includes 14 information systems. There are among them the information system “Public Services Portal”, “Interdepartmental Electronic Document Flow”, “Electronic Payments”. Work continues together with the Ministry of Health to create the “Electronic Health” information system. It is planned to conduct a test launch in clinics of the republic during this year.
Alexander Dimitroglo focused on the information system “State Land Cadastre”, work on which has been carried out since 2022. Equipment was purchased, specialists were trained, and organizational measures were taken to implement the project. The final map contains verified information about 2277 land plots currently. Work on filling the system with information continues.
The “Electronic Democracy” website will be launched in Pridnestrovie this year. Such a digital platform will allow everyone to participate in the life of the state. It will be possible to submit appeals, send your initiatives or express your opinion on issues discussed in the republic. The e-democracy system is planned to be launched by September.
The “Electronic Democracy” website will publish news about events held by organizations exercising public control: the All-Pridnestrovian People's Forum, the Public Chamber, the Public Council. It is important to work with civil initiatives. The chairman of the parliamentary committee on education, public associations and media Igor Buga voiced his opinion on the launch of the “Electronic Democracy” website.
The minister's report discussed the development of telecommunications and postal services. In 2023, work was carried out to prepare a draft state target program “Ensuring the transition to terrestrial digital television broadcasting in the PMR. The first stage". The program provides for providing citizens of the preferential category with the necessary equipment for viewing on-air digital television broadcasts and turning off on-air analogue television broadcasts in settlements already covered by central television. The project will be further developed.
The Ministry of Digital Development has prepared a draft law “On Postal Communications” in addition. This new legislative act is extremely necessary for Pridnestrovie, including for licensing and control activities, the minister noted. The Ministry of Digital Development plans to introduce a subscription service for periodicals via the Internet, develop and implement the “Post Office” information system, which will unify production processes and simplify the collection of necessary information.
Alexander Dimitroglo spoke about the ministry’s interaction with the media. Particular attention was paid to informing the population of the republic in such areas as the history of Pridnestrovie, traditions and culture, family values, investment and tourist attractiveness of the republic, the development of sports and promotion of a healthy lifestyle, the Year of the agro-industrial complex, rural areas and rural tourism, the project “Buy Pridnestrovian!"
The Pridnestrovian Historical Portal website appeared in the Pridnestrovian Moldavian Republic in 2023. This is a new media awareness-raising project about Pridnestrovie.
The report noted the close interaction of the Ministry with the Government Apparatus, with the relevant committees of the Supreme Council within the framework of normative legal activities. The amendments to the law “On Electronic Documents and Electronic Signatures”, which made it possible to begin issuing depersonalized certificates for information systems, expanded the principles of using electronic documents, and established the mandatory use of a register entry number about an individual in a qualified certificate, were made at the initiative of the Ministry of Digital Development in 2023.
Alexander Dimitroglo after the report thanked the President, the Supreme Council, the Government, ministries and departments for their support and cooperation.
