The PMR Ministry of Finance: results of work for 2022

The President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky heard a report on the activities in 2022 of the PMR Ministry of Finance. The online Collegium was attended by Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov, Chairman of the Government Alexander Rosenberg, the PMR Prosecutor Anatoly Guretsky, representatives of ministries and departments.

The Minister of Alyona Ruskevich outlined in detail the results of the department's work last year in figures and diagrams. Budget indicators last year were adjusted in connection with the foreign policy and foreign economic situation. Shortfalls in the state budget amounted to 138 million rubles, expenses were reduced by 240 million rubles. The reduction in export-import operations, changes in logistics, the energy crisis and the suspension of enterprises in October-December affected. The income plan was overfulfilled by 53 million rubles according to municipal budgets. An important point is that the state has fully fulfilled all social obligations, despite the difficulties in the economy.

The state target programs financing continued. Thus, apartments and houses for orphans were purchased under the state program for 8.4 million rubles, the amount of subsidies for the purchase of housing by young professionals amounted to 7.3 million rubles (79 families), money was allocated for state programs in the field of healthcare, agro-industrial complex and melioration, education and culture. As part of the Capital Investment Fund, 127 facilities were repaired or built from scratch. The state continued to subsidize preferential loans for investment areas of the economy.

A number of socially important areas in healthcare were financed from the republican budget as in previous years. These are free orthodontic care for certain categories of citizens, including children under 18 (a little more than 7 million rubles), consultations with narrow specialists and diagnostics for children in private clinics of the republic (2.2 million rubles), MRI according to indications (almost 3 million rubles). 

The Ministry of Finance, together with the Supreme Council, the Accounts Chamber and the Prosecutor's Office, participates in the work on the draft Budget Code of the PMR. This is the order of the President of the Pridnestrovian Moldavian Republic. The Supreme Council adopted the draft of this important document for the state in the first reading in July. The Ministry of Finance does not agree at some points with the positions proposed by the Parliament on the Budget Code. It proposes in particular to introduce within the framework of the draft Budget Code the concept of improving and revising the system of state control over compliance with budget legislation.

Much attention in the report of the Head of the Ministry of Finance was given to the elimination of conflicts in the legislation and the reform of tax laws. The Supreme Council at the suggestion of the Government adopted amendments to the laws regulating the work on patent and simplified taxation systems in September 2022. Most of the “patent holders” from January 1 were supposed to start working on a “simplified” basis with the mandatory use of online cash desks and the issuance of checks to customers. Alena Ruskevich spoke about the interaction of the department with entrepreneurs: representatives of the tax service held meetings, explained all the nuances of the simplified tax system, demonstrated how to work with an online cash desk, etc. According to Alena Ruskevich, the number of legal entities decreased by the end of 2022 and amounted to 10534 organizations, while the number of individual entrepreneurs increased to 70181.

According to the website of the PMR President, Vadim Krasnoselsky focused on the fact that Government agencies in general and the Ministry of Finance in particular should be aware that if the period is difficult, then it is such for everyone. The President aimed not to chase after indicators in terms of tax revenues, but to correctly assess the situation in which taxpayers find themselves. Another important point, according to the head of the country, is that the degree of responsibility of an entrepreneur who has committed a particular offense is determined by the presence of intent and consistency. Mistakes must be identified and helped to prevent them, Vadim Krasnoselsky emphasized. The President focused on the topic of the updated legislation in the field of individual entrepreneurship, noting that time will show the effectiveness of the new norms. Six months are needed at least for analysis and evaluation, the PMR President considers. The practice will be summarized by autumn, if necessary, based on the conclusions drawn, amendments will be made to the legislation.

Summing up, the President said that in general he was satisfied with the work of the Ministry of Finance, expressed gratitude to the staff of the department and set tasks at further productive activities, taking into account all the comments, recommendations and proposals voiced during the meeting.
