The Supreme Council considered in the first reading the draft concept of fiscal and tax policies for 2018 and the medium term. This important document for the state was developed by the government for almost a year and was presented to the deputy corps in its final form in the framework of today's plenary session. After the speech of the Minister of Economic Development Sergei Obolonik, the pros and cons of the submitted draft concept were identified by the parliamentarians.
According to Mikhail Burla, Chairman of the Parliamentary Committee for Education, Science and Culture, the concept of budget and tax policy is one of the basic documents of macroeconomic regulation, therefore it must be correlated both with existing laws and with other conceptual documents of strategic planning. In this regard, he cited the example of the Russian Federation, where the law "On Strategic Planning" is in force. It determines the interconnection of all conceptual documents adopted both at the federal, regional and municipal levels. Mikhail Burla supposes that such a law is necessary for our republic.
At the same time, Mikhail Burla drew the attention of representatives of the highest executive authority to the need to include in the submitted document a number of state programs that have already been adopted for the medium term and are part of the current republican budget. In particular, we are talking about "The Textbook" state program. It is necessary, according to the people's deputy, to take into account the approved concepts of the development of tourism and administrative reform. More attention should be paid to the development of education, health, science and culture. These areas are the bulk of the state budget policy. At the same time, it is necessary to highlight in the Concept attractive aspects of the tax policy.
On the conceptual aspects of the development of the agro-industrial complex, Oleg Leontiev, Chairman of the Committee for the Agroindustrial Complex, Transport, Construction, Environmental Development and Natural Resources, drew attention. According to the analysis by the government, the share of agriculture in the GDP of the republic is unjustifiably small. In this regard, the head of the profile committee was interested in what kind of state policy regarding the definition of the tax burden on the agro-industrial complex is planned in the medium term. Oleg Leontiev drew attention to the problem of spending funds targeted budget funds: Road and Environmental.
Following the consideration of the draft concept of fiscal and tax policy, parliamentarians expressed the hope that these and many other issues will be taken into consideration by the government for the second reading of the document, which will take place in a week.
