Local taxes and fees: clarification is required

Legislators considered two legislations regulating local taxes and fees. For example, the amendments to the law "On the Basis of the Tax System in the PMR" were introduced to the discussion of the deputy corps, suggesting that local councils of people's deputies have the right to set the rates, the time limits for making payments to the budget, and a list of categories of taxpayers to be released (in whole or in part) from payment of local taxes and fees. As noted in the explanatory memorandum, "the positive effect of this law-in-draft is that its implementation in practice will allow deputies of local councils in making decisions on the establishment of local taxes and fees to simultaneously determine the financial capabilities of their budgets and take into account the interests of citizens residing on the territory of the Council". Legislators supported the initiative, proposed by the Council of People's Deputies of Grigoriopol district and the city of Grigoriopol. The law-in-draft was adopted in the first reading.

Parliamentarians considered the initiative of the Council of People's Deputies of Dubossary and Dubossary district, aimed at changing the law "On the basis of the tax system in the PMR". Developers based on frequent applications from individual entrepreneurs engaged in the transportation of passengers, offer a fee for parking, parking and use of stopping points by route and passenger taxis to be directed to the arrangement of parking spaces and parking, i.e. make targeted. According to the chairman of the Dubossary city council Alexander Kolomytsev, today parking spaces are not enough, drivers involved in the transportation of passengers, are forced to park vehicles in unidentified places, which creates a number of inconveniences for the city's residents.

According to many deputies, the initiative is reasonable, but not today. As the head of the profile committee Oleg Vasilaty noted, today, in the conditions of acute shortage of funds for financing socially protected articles, it is inadvisable to adopt the law-in-draft.

The speaker of the Supreme Council, Alexander Shcherba said the position was unquestionable and invited his colleagues to decide by voting. As a result, the law-in-draft was rejected.
