The Entrepreneurship Development Committee received more than 60 amendments. Several working meetings of deputies, the Government and representatives of the business community took place. They discussed, searched for consolidated solutions. As a result, more than 40 amendments were prepared for consideration at the plenary meeting for the law-in-draft on state support during the state of emergency. The plenary meeting today was held in the format of a Skype conference.

During the state of emergency, the state will continue to fulfill social obligations to citizens. Retirement benefits, social benefits. In addition, entrepreneurs who are forced to suspend their activities during the state of emergency will be able to receive unemployment benefits in the amount of 1 minimum wage, this is 1647 rubles. In this case, you must contact the Employment Center. Payments will be accrued from the moment of the occurrence of circumstances that led to the suspension of activities due to the state of emergency; such a benefit will be paid until the end of the emergency regime.

The anti-crisis law gives the concept of what is remote work. The wording is similar to the norms of the Labor Code of the Russian Federation. The procedure and conditions for transferring employees to the remote work mode will be determined by the organization’s management itself.

Taking into consideration the fact that at present the level of income of citizens has significantly decreased, and many cannot pay utility bills on time, it is proposed to grant them a deferral of utility bills payment until June 30. This applies not only to payments for electricity, gas, heat, water, but also for maintenance and repair of elevators, garbage collection, housing fees. At the same time, social norms will be maintained and fines will not be charged. The accumulated debt for utilities can be paid in equal installments by the end of the year.

People with disabilities will automatically be extended with a disability group if the next re-examination comes during the state of emergency. Documents will be valid for 30 days after the cancellation of the emergency. Accordingly, during this period pensions, social benefits and benefits will be paid.

The law-in-draft adopted in the final reading is sent for signature to the President.
