Measures to prevent juvenile delinquency adopted in the first reading

The Supreme Council deputies Galina Antyufeeva, Oleg Petrik and Sergey Cheban propose to lower the age of administrative liability for a number of offenses from 16 to 14 years.

The law-in-draft is based on the initiative that took second place in the “#ВПраве” competition. It was organized by the public movement "Civil Initiative" with the support of the Supreme Council of the Pridnestrovian Moldavian Republic and the Human Rights Center under the Union of Russian Communities of Pridnestrovie. The final of the competition was held in April in the plenary session hall. The 12 best projects developed by Pridnestrovian schoolchildren and students were evaluated by an expert jury, which included deputies Galina Antyufeeva and Sergey Cheban. Among the projects highlighted by the parliamentarians was the work of a student of the Tiraspol Law Institute, Ekaterina Georgitsa. She proposed lowering the age of administrative liability for some articles of the Code of Administrative Offenses of the PMR in order to prevent juvenile delinquency. The deputies liked the idea. It was decided to submit a corresponding draft law to the parliament for consideration, which the deputy corps discussed in the first reading today. Thus, it is proposed to lower the age of administrative liability to 14 years for drinking alcohol or using drugs in public places, smoking tobacco and nicotine-containing products, destroying or damaging someone else's property, petty theft and petty hooliganism, cruelty to animals, as well as driving a vehicle without a license. The sanctions for these articles include an administrative fine and even compulsory work.

The parliamentarian noted that, according to the data of the Ministry of Internal Affairs of the PMR, administrative offense reports were drawn up against 917 minors in 2024.

There was a discussion at the plenary session, but in the end the deputy corps supported the initiative of fellow parliamentarians in the first reading. Work on the law-in-draft will continue in the relevant Committee on Legislation, Protection of Rights and Freedoms of Citizens, taking into account all the comments and suggestions made.
