The mechanism for concluding contracts for housing and communal services has been simplified

Pridnestrovians will be able not to waste time on drawing up written contracts with housing and communal services organizations. The corresponding package of legislations of the Government today in the final reading at an online meeting was adopted by the deputy corps. Now contracts for the provision of public services will become public and they can be concluded orally by performing implicit actions. This means that the contract will be considered concluded as soon as the consumer is connected to the connected network or from the moment of the first payment. The text of the public agreement can be found on the website or at the information stand of the service provider. Charge for services concluded orally, will be either on the counter, or according to the standards established in the current legislation.

According to the authors of the law-in-draft, the conclusion of the majority of standard written contracts with housing and communal services organizations has become symbolic today. For services such as, for example, garbage collection or maintenance of elevators, standard contracts have not been developed at all. According to statistics provided by the Ministry of Justice, approximately 14000 properties have changed hands in 2021. However, not all new owners timely renegotiated contracts for the provision of public services. So, "Water supply and sanitation" state unitary enterprise renegotiated 5308 contracts, LLC "Tiraspoltransgaz-Pridnestrovie" – 6131 contracts, and "Unified Distribution Electric Networks" state unitary enterprise – 7705 contracts in 2021. The Government of the Pridnestrovian Moldavian Republic has developed draft laws that, firstly, will make life easier for citizens, and secondly, will streamline the relationship between consumers and utility service providers for these reasons.

The law-in-draft assumes that residents of apartment buildings will be able to verbally conclude public contracts for the provision of electricity, water, gas and heat supply services, sewerage, garbage collection and disposal, maintenance and repair of elevators, maintenance and repair of housing stock.

The deputies in the second final reading supported the amendments and additions to the Housing and Civil Codes, as well as to the law of the PMR “On drinking water supply” in the course of the plenary session. The new rules will come into effect on the 1st of May, 2023.
