Deputies of the Supreme Council adopted in the second final reading the initiative directed by the president in the regime of legislative necessity, designed to increase the level of social protection of disabled people and participants of military operations in the Great Patriotic War. After signing the law by the president of the republic, this category of citizens will be completely exempted from paying any fees, taxes, payments, including communal ones. About 200 people will have this privilege in the republic.
Deputies Oleg Vasilaty and Alexander Shcherba issued a legislative initiative on the administrative and criminal punishment of persons who allow unjustified and unreasonable spending of funds that housing and maintenance departments collect from residents for maintenance, maintenance and repair of houses in which they live. When establishing such facts, the perpetrators will be brought to administrative and criminal responsibility. At the same time, a mechanism will be used that is similar to what already exists in relation to the misuse and unreasonable expenditure of budgetary funds. The auditors of the Accounting Chamber may be connected to this work. Thus, according to the head of the profile committee Oleg Vasilaty, a system will be created that does not allow spending the money from the tenants, not on housing maintenance. If the reverse situation develops, then sanctions will be provided at the legislative level, both administrative and criminal, depending on the gravity of the offense and the amount of damage.
The deputy corps supported the legislative initiative of Gregory Dyachenko, which is designed to improve the system of monetary settlements. It is about amendments in the law "On licensing of certain types of activities." They are aimed at providing the opportunity to sell goods, work, services to individuals for non-cash foreign currency, including using national payment cards. One condition is that a legal entity must obtain a license for this.
The law-in-draft the author of which was the president Vadim Krasnoselsky (when he was elected) and deputy Grigory Dyachenko was sent to the Government to raise the status of the elder in the house (chairman of the house committee). The document thoroughly specifies the procedure for electing members of house committees, the scope of their competences is defined. After the law enters into force, the senior in the house will elect the tenants at the general meeting, and there also be dismissed if they fail to perform their duties. Certain privileges for paying utility bills are provided for their members considering the role, played by the house committees in the life of the whole house. The corresponding legal norms are reflected in the Housing Code of PMR.
