Parliamentarians adopted today amendments and additions to the law on the budget for this year in two readings at once. The document was presented to the Supreme Council of the Pridnestrovian Moldavian Republic by the President in the mode of legislative necessity. The changes affected the indicators of the revenue and expenditure parts of the republican and local budgets and the cost estimates of the Capital Investment Fund.
The law-in-draft was presented to parliamentarians by the Minister of Economic Development of the Pridnestrovian Moldavian Republic Sergey Obolonik. He noted that the budget adjustment is associated with an increase of 86.6 million rubles in planned indicators for the income of the republican and local budgets. We are talking about indicators for 8 months of this year.
Earlier Parliamentarians voted to reduce budget spending in July this year. Then the Government of the Pridnestrovian Moldavian Republic came up with such a proposal, based on the forecast indicators of industrial production, presented by the enterprises of the republic, taking into account the change in the foreign policy and foreign economic situation around Pridnestrovie. The Government's forecasts were pessimistic, despite the stable growth of the consolidated budget revenues. The deputies managed to form reserves from targeted budget funds following the consideration of all the amendments in the summer. According to Viktor Guzun, Chairman of the Committee on Economic Policy, Budget and Finance, this was the backlog that, in the event of a deterioration in the economic situation, would allow the state to fulfill all its social obligations.
According to the results of 8 months, there is an overfulfillment of the revenue part of the republican and local budgets now. Based on these data, at the plenary session, the deputies voted for an increase in the reserve of the PMR Road Fund by 4.6 million rubles, an increase in the marginal expenditures of local budgets by 54.5 million rubles to carry out the necessary work at the facilities under construction and reconstruction.
The deputies redistributed the expenses of the Capital Investment Fund, partially reducing the estimate for some objects. New objects have been added. The total amount of expenses on them is more than two million rubles. We are talking about the Republican Rehabilitation Center for Children with special needs in the village of Giska, a school stadium in the village of Krasnoye, a boiler house of the Day Care Center for children with special needs in the village of Chobruchi and some other objects in all cities and regions of the republic.
As part of the amendments and additions to the law on the republican budget-2022, it is also envisaged to create a state reserve of coal for the current heating season to meet the needs of social infrastructure facilities that are heated with solid fuel. The money will be taken from the reserve of the Capital Investment Fund.
