Members of the Presidium of the Supreme Council discussed the readiness for consideration by the deputies of the new legislations, approved the dates of the November plenary sessions and the stages of passage in the parliament of the draft budget-2019. The first reading of the draft of the main financial document of the year is scheduled for November 14. Within its framework, the main budget parameters will be considered.
The text part of the budget is the subject of the second reading, scheduled for November 21. A week later - the presentation of the document for discussion in the third reading, which involves consideration of state programs.
According to parliamentarian Oleg Leontiev, he was supported by many members of the presidium, there is very little time (week) to prepare the draft budget for the third reading. The deputies to date have not been provided information on a number of programs and funds.
It was decided during the Presidium meeting to re-discuss these issues in relevant committees together with representatives of the executive branch of government. The goal is to develop a unified position. At the suggestion of Speaker Alexander Scherby, the issue will be discussed during the final meeting of the presidium, which will be held on the eve of the draft budget review in the first reading.
The agenda of the forthcoming plenary meetings in November includes law-in-draft “On Amendments to the Constitution of the Pridnestrovian Moldavian Republic” (the third reading), as well as a package of related legislations. The documents, submitted to the Supreme Council for consideration as a legislative initiative by a group of deputies. Their goal, one of the authors, the deputy Grigory Dyachenko, recalled, was to ensure the stable functioning of such an important element of the state system as the Constitutional Court, by raising the age limit for serving as judges from 65 to 70 years, as well as lifting the age limit for serving Chairman of the Constitutional Court.
The deputies Galina Antyufeeva, Oleg Petrik and Grigory Dyachenko proposed to make a number of changes and additions to some legislative acts of the PMR. The goal is to exclude additional restrictions established for alimony. We are talking about the conditions for the implementation of their work activities to fulfill their obligations. In particular, the authors propose: to establish a ban on a temporary restriction on the departure of debtors from the republic, who carry out labor activities involving a short-term departure from the PMR. In addition, it was proposed to provide for the possibility of suspending temporary restrictions on the debtor’s departure from the republic in case of necessity for these persons to undergo treatment outside of Pridnestrovie.
