The new Basic Law of the Pridnestrovian Moldavian Republic was adopted in the course of the national referendum exactly 25 years ago, on December 24, 1995. The first Constitution of our state was adopted on September 2, 1991 by the IV Congress of Deputies of all levels. According to it, the republic was proclaimed a sovereign and independent state within the USSR (Pridnestrovian Moldavian SSR). The day of the nationwide referendum on December 24, 1995 (according to Article 1 of Section V of the Constitution of the PMR) is considered the day of the adoption of the Constitution of the Pridnestrovian Moldavian Republic.

The Constitution confirmed the unshakable values of the Pridnestrovian Moldavian Republic as a sovereign, independent, democratic, legal state, the document says. More than 80% of Pridnestrovians voted for the proposed text. The content of the Basic Law of the State was studied by leading experts in the field of constitutional law from Russia and Ukraine, representatives of several international organizations. Experts praised the document, calling the PMR Constitution an example for other post-Soviet states. The emphasis was placed on the consolidation of three official languages in the republic - Russian, Ukrainian and Moldavian.
The 1995 Constitution replaced the Basic Law, which had been in effect since 1991 and then proclaimed the PMSSR as a sovereign and independent state within the Soviet Union. A number of changes were made to the new Constitution in 2000. The electoral system has significantly transformed. The Pridnestrovian parliament became unicameral. It includes 43 deputies, elected by the majority system. During this period, the Pridnestrovian Moldavian Republic became presidential, which means that the head of state became the head of the executive branch of government. The government was replaced by the Cabinet of Ministers - an advisory body formed and headed by the president. With the participation of the deputies of the Supreme Council of the III convocation, the Constitutional Court of the Republic was created. Before that, the Supreme Court exercised constitutional control in our state.
Amendments to the Constitution expanded the powers of the Supreme Council in 2005. The institution of the Commissioner for Human Rights was introduced, the legal status of the prosecution authorities was changed. In 2011, further amendments to the Basic Law of the State were adopted, according to which the institution of Government was restored and the position of Vice President was canceled.
The Chairperson of the Legislation Committee noted that nothing is more important than the welfare of our country and its citizens, therefore, the PMR President, who is the guarantor of the Constitution, and the Government, and the Supreme Council will monitor the implementation of those norms that are spelled out in the Basic Law of our state.
The basic law of our state is a guarantee of stability, peace and harmony in the country, an unshakable foundation for democratic development of the republic. The Constitution adopted at national referendum has stood the test of time and has become a solid support for the stable development of the PMR.
