Additions to the PMR Housing Code
The Supreme Council adopted changes to the Housing Code of the Pridnestrovian Moldavian Republic, proposed by a deputy of the Committee on Regional Policy and Housing and Communal Services. The fee for elevator maintenance from an apartment in which no one is registered will be charged as from one registered in this apartment. The deputy corps agreed with the Committee's proposal and accepted the changes to the Housing Code in the final reading. According to the Ministry of Economic Development, the maximum tariff for the Tiraslift municipal unitary enterprise is 20 rubles 19 kopecks per person per month, for the Benderylift municipal unitary enterprise – 20 rubles 93 kopecks, for the Rybnitsalift municipal unitary enterprise – 18 rubles 26 kopecks per person per month in 2023.
Work on draft laws continues
The Committee on Regional Policy and Housing and Communal Services worked on changes to legislation aimed at developing solutions to reduce utility debts among the population and to solve the problems of so-called abandoned during the autumn session. The instructions were given by the President of the PMR in the message that he made every year and the Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic in tasks for 2023.
Law-in-draft that would oblige local authorities to create and maintain registers of mismanaged real estate in their territories was developed at the initiative of deputies of the Committee on Regional Policy and Housing and Communal Services. Amendments to the Pridnestrovian Moldavian Republic Law “On Local Authorities, Local Self-Government and State Administration” were adopted in the first reading. The main goal of the changes to the law is to solve the problem of mismanaged real estate, the so-called abandoned properties. To solve this problem, a special commission (working group) was previously created in the Supreme Council.
The deputy corps identified a number of discrepancies and discrepancies with the Civil Code of the Pridnestrovian Moldavian Republic during the discussion and adoption in the first reading. The relevant Committee proposed to take them into account in the second reading and bring the proposed norm to uniformity. The procedure for maintaining the register of “abandoned items” will be determined as part of the second reading.
As for finding a solution to reduce public utility debts, amendments to the Civil Code were adopted in the first reading, which will give citizens the right to choose when paying for utility services: pay current payments or contribute money towards debts, and utility companies, at the legal level, collect debts from the population first. Changes to the Civil Code were proposed by deputies of the Committee on Regional Policy and Housing and Communal Services.
The Supreme Council in the course of the autumn session supported in the first reading the Government Law-in-draft “On Enforcement Proceedings”, which introduces into this legislative act a new article 44-3 “Temporary restrictions on the supply of electrical energy to the debtor”. According to this article, the debtor will be able to temporarily limit the supply of electricity if he fails to fulfill the requirements contained in the writ of execution on debt collection for heat supply and (or) water supply and sanitation (sewerage) within the prescribed period without good reason.
The Committee on Regional Policy and Housing and Communal Services will continue to work on these legislations in the second reading in the spring session.
